TEMPO.CO, Jakarta - The President Donald Trump administration has refused visas for Palestinian leader Mahmoud Abbas and his large delegation to attend this month's high-level meeting at the UN in New York, United States. After Palestine, Trump is considering limiting the number of delegations from other countries that can come to the U.S.
Potential travel restrictions and other limitations will soon apply to delegations from Iran, Sudan, Zimbabwe, and possibly Brazil. Brazil generally holds a respected position during high-level gatherings at the UN General Assembly, starting on September 22, 2025, according to an internal memo from the State Department seen by The Associated Press and cited by NDTV. The restrictions are still subject to change.
The movement of Iranian diplomats is highly restricted in New York. One proposal by the Donald Trump administration is to prohibit them from shopping at specific large wholesale stores, such as Costco and Sam's Club, without written permission from the State Department.
Such stores are favorites for Iranian diplomats stationed in and visiting New York, as they can purchase large quantities of products not available in Iran at relatively low prices, which can be taken back home as souvenirs.
It is unclear whether or when the proposed shopping ban in Iran will be enforced. The memo states that the Department of State is also considering drafting rules that would allow it to impose terms and conditions on membership in wholesale clubs for all foreign diplomats in the U.S.
For Brazil, it is unclear whether the potential visa restrictions will affect Luiz Inacio Lula da Silva or lower-ranking members of the country's delegation at the high-level UN meeting. The President of Brazil is the first world leader to speak before the gathered world leaders on the opening day of the session. The U.S. President was the second speaker.
Lula has been a target of President Donald Trump. Trump objected to his ally, former President Jair Bolsonaro, being embroiled in a case in Brazil involving allegations of leading a coup attempt.
One country facing fewer restrictions is Syria. For over a decade, members of its delegation have received exemptions from travel restrictions to the UN.
