TEMPO.CO, Jakarta - The National Commission on Human Rights (Komnas HAM) met with the Indonesian National Police (Kapolri) Chief Listyo Sigit Prabowo on Wednesday, September 10, 2025. Komnas HAM Chairperson Anis Hidayah stated that they met with the Police Chief to coordinate regarding the protesters who are still detained by the police.
"We are coordinating regarding those still detained, how to provide legal assistance, and the handling of minors," Anis said when contacted by phone on Wednesday, September 10, 2025.
A total of 583 people have been designated as suspects for the riots during the protests from August 25 to 31, 2025. This number includes not only those involved in the Jakarta riots, but also those in several other areas such as Bandung, Semarang, Surabaya, Makassar, and Medan.
Anis stated that some of those detained by the police are still school children. However, she does not have accurate data on the number of children who have become suspects.
Anis also expressed that Komnas HAM wants to ensure that those who have not been proven to have caused the riots can be released. Furthermore, Komnas HAM also requests that the police provide access to legal assistance for the suspects. In today's meeting, Anis stated that the Kapolri is open to the input provided by their institution.
Previously, Deputy Chief of Police Commissioner General Dedi Prasetyo stated that investigators are sorting out the roles of each suspect. "We differentiate who the intellectual actors are, the financiers, the field operators, and those who just joined in," Dedi said in a press conference after a coordination meeting at the ministerial level at the Coordinating Ministry for Legal, Human Rights, Immigration, and Law, Jakarta, on Monday, September 8, 2025.
Dedi explained that the police are giving special treatment to the detained children. They are considering restorative justice mechanisms to resolve the issue. "We give extremely special treatment, especially to children," he said.
Police arrested hundreds of people after the widespread protests in various cities turned into riots at the end of August. Komnas HAM has urged the police to uncover the intellectual actors behind the riots.
Anis previously stated that the majority of protesters detained by the police are victims. Komnas HAM views their arrests as a bad precedent in law enforcement.
