TEMPO.CO, Jakarta - The Jakarta Metropolitan Police have named Delpedro Marhaen Rismansyah, the Executive Director of the Lokataru Foundation, as a suspect for allegedly inciting anarchist actions. The police have accused Delpedro of persuading students, including minors, to engage in "anarchic acts" through social media.
The arrest was carried out by the General Crime Detective Directorate (Ditreskrimum) of the Jakarta Metropolitan Police on Monday night, September 1, 2025. "For alleged provocative incitement and solicitation to commit anarchic acts, involving students including minors," said Ade Ary Syam Indradi, the Head of Public Relations of the Jakarta Metropolitan Police, at a press conference on Tuesday, September 2, 2025.
Ade Ary confirmed that Delpedro was named a suspect, stating, "Someone who is arrested by investigators has certainly been previously named a suspect."
The police suspect that Delpedro's incitement began on August 25, 2025, around the Parliament Building in Central Jakarta and other areas in the capital. Ade Ary revealed that a joint investigation team from the police had been collecting facts and evidence since that date as a basis for the arrest.
"The process of collecting facts, the process of collecting evidence, has been carried out by the joint team of investigators from the Jakarta Metro Police since the 25th (of August)," he said. He further clarified that Delpedro's invitation to students was not for a protest but specifically for "anarchic acts."
Delpedro has been charged under multiple statutes, including Article 160 of the Criminal Code (KUHP), Article 45A paragraph 3 in conjunction with Article 28 paragraph 3 of Law Number 1 of 2024 concerning Electronic Information and Transactions (UU ITE), and Article 76H jo. Article 15 jo. Article 87 of Law Number 35 of 2014 concerning Child Protection.
On Monday at 10:45 p.m., Jakarta Metro Police personnel forcibly took Delpedro from the Lokataru Foundation office in Pulo Gadung, East Jakarta.
Muzaffar, a representative of the Lokataru Foundation, stated that a witness heard someone knocking on the office gate. "When it was opened, there were ten people wearing all-black claiming to be from Jakarta Metro Police and immediately entered the Lokataru office," he told Tempo on Tuesday, September 2, 2025.
One of the unidentified individuals immediately asked, "Where is Delpedro, Delpedro?" The director, who was in a back room, responded, "I am Pedro!"
The officers then showed an arrest warrant without explaining its contents, only stating that Delpedro was facing a five-year prison sentence and that they had to confiscate several items, including a laptop. He was then taken away in a white Suzuki Ertiga car.
The Lokataru Foundation released a statement condemning the arrest, calling it a repressive action that violates the principles of democracy and human rights.
"Delpedro Marhaen is a citizen who has the constitutional right to speak, assemble, and express opinions peacefully. The arbitrary arrest of him is not only a form of criminalization, but an attempt to silence public criticism," as stated in a press release quoted from Instagram @lokataru_foundation.
According to the foundation, this arrest "adds to the long list of repressive practices by authorities against civil society, especially after the demonstrations that occurred in several regions in Indonesia."
