Indonesian Parliament Issues 6-Point Plan in Response to 17+8 People's Demands

TEMPO.CO, Jakarta - Deputy Speaker of the House of Representatives (DPR), Sufmi Dasco Ahmad, read out the results of the DPR's factional agreement in response to the 17+8 People's Demands. The DPR held an internal meeting on Thursday, September 4, to address several demands made to the institution.

Dasco stated that the closed-door meeting, led by DPR Speaker Puan Maharani, resulted in a six-point agreement. "The first point is that the DPR agreed to stop providing housing allowances to DPR members, effective from August 31, 2025," he said at the Parliament Complex in Jakarta on Friday, September 5, 2025.

Previously, DPR members for the 2024-2025 period received a housing allowance of Rp50 million per month as compensation for the abolition of official residences. The DPR revoked the allowance as it had sparked massive protests from late August up to the present. This demand was also included in the 17+8 People's Demands, one of which had a short-term deadline of today.

When making the announcement, Dasco was accompanied by other Deputy Speakers, Saan Mustopa and Cucun Ahmad Syamsurijal.

"Second, the DPR will impose a moratorium on official trips abroad starting from September 1, 2025, except for state invitations," Dasco said.

The third point states that the DPR will reduce the allowances and facilities for members after evaluating subscription costs. The cost components to be evaluated are electricity, telephone services, communication allowances, and transport allowances.

Furthermore, the fourth point stipulates that DPR members who have been inactivated by their political parties will not receive financial benefits.

Some DPR members who were inactivated for causing controversy include Deputy Speaker Adies Kadir, Deputy Chair of Commission III Ahmad Sahroni, member of Commission IX Nafa Urbach, member of Commission VI Eko Hendro Purnomo, and member of Commission IX Surya Utama or Uya Kuya.

The fifth agreement is that the DPR leadership will ask the DPR's Ethics Council to coordinate with the ethics councils of their respective political parties to investigate the five inactive members.

Finally, Dasco announced that the DPR will enhance transparency and meaningful public participation in the legislative process and other policies.

The transparency Dasco promised includes publishing the details of DPR allowances and salaries. "We will attach and distribute this to the media later," he said.

Among the 17+8 People's Demands, the DPR was tasked with accommodating three things with a deadline of September 5, 2025: stopping the housing allowance, publishing the DPR's budget, and requesting the Ethics Council to investigate DPR members. The long-term demand for the upcoming year is for the DPR to pass the Asset Seizure Bill.
