TEMPO.CO, Jakarta - Indonesian Minister of Health Budi Gunadi Sadikin said the government is still developing the nutri-grade labeling for sugar, salt, and fat content in food and beverages. He denied rumors suggesting foreign intervention caused the slow implementation of this policy.
"There is no intervention from any country. The process for nutri-grade is underway," he said after being approached at the Ministry of Health office in Jakarta on Tuesday, September 9, 2025.
Nutri-grade is a labeling system on the front of packaging developed by Singapore, which aims to categorize food products based on their sugar, saturated fat, and sodium content.
Typically, the categorization is marked with letter systems and color codes, including A (dark green) for the lowest sugar and saturated fat content, up to D (red) for the highest content. This system aims to help consumers make healthier choices and encourage the industry to produce food and drinks with healthier compositions.
According to Budi, the Ministry of Health is currently running an intensive communication with the Food and Drug Monitoring Agency (BPOM) to find the right formula for implementing this policy. "We are currently processing nutri-grade together with BPOM to ensure it promotes health," he said.
The plan to implement nutri-grade was first announced by the director of non-communicable disease prevention and control at the Ministry of Health, Siti Nadia Tarmizi, in March 2025. At that time, she mentioned that the Minister of Health Regulation Draft (RPMK) for the labeling (nutri-grade) of sugar, salt, and fat content in food and beverage products had entered the aspiration absorption stage.
In its development, she said, the Ministry of Health involved industry players. She emphasized that this regulation is not intended to limit entrepreneurs but to educate the public or consumers.
"The implementation is not mandatory, but we intend to educate consumers," Nadia said as quoted from Antara on Wednesday, March 4, 2025.
