Indonesia's Energy Ministry Explains Cause of Fuel Shortages at Gas Stations

TEMPO.CO, Jakarta - The Ministry of Energy and Mineral Resources (ESDM) has identified the cause of fuel shortages at several private gas stations in recent days. Vice Minister of ESDM Yuliot Tanjung said the scarcity stems from a shift in consumer behavior, with many motorists switching from subsidized to non-subsidized fuel.

According to Yuliot, the change occurred after Pertamina began requiring motorists to register a QR code to purchase Pertalite, a subsidized fuel.

“There has been a shift from subsidized Pertalite to non-subsidized fuel. Based on our calculations, the shift amounts to about 1.4 million kiloliters,” Yuliot said at the House of Representatives (DPR) complex in Jakarta on Wednesday, September 3, 2025.

Despite the shortages at certain stations, Yuliot assured that the national fuel stock remains safe, with reserves equivalent to 26 days of consumption. Still, he noted that the government is pushing for tighter coordination between Pertamina and private companies on imports to guarantee supply through the end of the year.

“We have obtained data on the volume of imports from Pertamina and private enterprises,” Yuliot said, adding that ESDM will convene a coordination meeting next week with private gas station owners and Pertamina to prevent further supply disruptions.

Director General of Oil and Gas at the Ministry of ESDM, Laode Sulaeman, explained that private fuel distributors have already been given an additional import quota, equivalent to 110 percent of last year’s realized imports. Even so, he acknowledged that the surge in demand continues to strain supplies.

Laode added that the synchronization of imports would also address technical matters, including fuel specifications. “Products must comply with the standards set by the Oil and Gas Directorate General, namely RON 92, 95, and 98. If companies want to add specific additives, they may do so as long as they meet the required standards,” he said.
