Indonesia's Bappenas Plans to Obtain Rp60 Trillion in Foreign Loans Next Year

TEMPO.CO, Jakarta - Indonesia's Ministry of National Development Planning/Bappenas plans to obtain Rp60 trillion in foreign loans next year. The signing of the foreign loan agreement was carried out on August 29, 2025.

In a meeting with the House of Representatives' (DPR) Commission XI, Minister of National Development Planning Rachmat Pambudy requested guidance for the smooth implementation of the plan. "In conclusion, allow us to seek the support and approval of Commission XI for the allocation of the SMART foreign loan amounting to Rp60 trillion from the budget ceiling that we have obtained so far," he said at the House of Representatives building in Jakarta, on Wednesday, September 3, 2025.

Rachmat explained that the foreign loan is part of the Strengthening Apparatus Management and Development Project (SMART) program. Bappenas is collaborating with the Japan International Cooperation Agency (JICA) to implement the project. According to Rachmat, the commitment value of the cooperation amounts to US$50 million or Rp821.2 billion (assuming an exchange rate of 16,424 rupiahs per US dollar).

The purpose of the program is to support bureaucratic transformation and strengthen human resources capacity. This program will strengthen competency-based human resources management, improve performance, and enhance regulatory governance and development institutions.

In the Bappenas presentation, the duration of the SMART program will run for 7 years from 2026-2032. The plan for loan disbursement starts at Rp60 trillion next year, followed by Rp146.6 trillion in 2027.

The following year, the loan amounts to Rp133.4 trillion, and in 2029 it reaches Rp121.1 trillion. In 2030, the loan reaches Rp11.6 trillion. In 2031 and 2032, the loan values are Rp101.4 trillion and Rp71.1 trillion, respectively.

Based on the meeting's conclusion, the House of Representatives and the Ministry of National Development Planning/Bappenas will discuss the loan disbursement in particular. "The Ministry of National Development Planning/Bappenas will present programs that use foreign loans to the eleventh commission for immediate discussion. It will be scheduled soon," said Chair of Commission XI of the House of Representatives (DPR), Mukhamad Misbakhun.
