Brimob Vehicle Driver Demoted 7 Years After Running Over Affan Kurniawan

TEMPO.CO, Jakarta - Indonesian National Police's Code of Ethics Committee (KKEP) has handed down a seven-year demotion to Chief Brigadier Rohmat, the driver of the Mobile Brigade (Brimob) tactical vehicle that ran over online motorcycle taxi driver Affan Kurniawan.

The panel found Rohmat guilty of violating police ethical standards.

“The sanction of a seven-year demotion matches the remainder of the violator’s service period in the Indonesian National Police,” said session chairman Commissioner Heri Setiawan at the National Police Headquarters, Thursday, September 4, 2025.

Heri described Rohmat’s actions as “despicable.” In addition to the demotion, Rohmat received a 20-day special placement at the Police Professional and Security Division (Divpropam Polri), effective from August 29, 2025.

Rohmat has not yet filed an appeal. He said he would first consult with his family and close colleagues.

Earlier, National Police Headquarter also held an ethics trial for Commissioner Kosmas Kaju Gae, the Brimob unit commander in the vehicle that hit Affan. Kosmas received the heavier sanction of dishonorable discharge.

Five other Brimob members who were passengers in the same vehicle are also facing ethics trials. They are Chief Brigadier Danang, Second Brigadier Mardin, Bharaka Chief Jana Edi, Bharaka Chief Yohanes David, and Second Inspector M. Rohyani.

All are suspected of committing moderate ethical violations, which may result in demotion or transfer. Their hearings will be scheduled soon.

Beyond the ethics process, Divpropam also found indications of criminal offenses involving Rohmat and Kosmas.

The cases have been forwarded to the National Police Criminal Investigation Agency (Bareskrim), which held a case conference on September 2, 2025. If proven to have committed criminal acts, both officers will undergo further legal proceedings.

Affan Kurniawan died after being run over by a Brimob vehicle in Pejompongan, Central Jakarta, on the night of August 28, 2025. He was delivering a food order and attempted to pass through a crowd of demonstrators when the incident occurred.

A viral video shows Affan falling before being crushed by the tactical vehicle. Several eyewitnesses reported that he was trying to retrieve his dropped cellphone at the time. His death sparked a wave of public outrage and protests against the police.
