Indonesian Govt Not Planning to Clash with Danantara on Whoosh Debt, Says Minister

TEMPO.CO, Jakarta - Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), said the government has no intention to oppose the sovereign wealth fund Danantara, or state-owned enterprises (SOEs), in resolving the high-speed rail debt. According to him, all parties are currently seeking the best solution.

"We are overseeing it to ensure no problem arises while resolving this, especially not to the extent of the government being at odds with Danantara, or state-owned enterprises," said AHY in a press conference at his office in Jakarta on Tuesday, October 21, 2025.

According to AHY, PT Kereta Cepat Indonesia China (KCIC) is still facing serious challenges regarding the financing and debt of the Whoosh high-speed train project. Therefore, he said, the government, together with the Ministry of Transportation, KAI, Danantara, and the Whoosh management, is conducting intense discussions to look for options. 

"We are studying several alternatives, both through government financing and options that allow Danantara to take over the payment responsibility," he said, ensuring the progress will be announced later. 

Finance Minister Purbaya Yudhi Sadewa said Danantara has the capacity to bear the payment of the high-speed rail debt without needing to use the state budget. He explained that Danantara received funds from state-owned enterprises' dividends, amounting to around Rp90 trillion, while the obligation to pay the Whoosh project debt is only around Rp2 trillion per year.

"That is enough to cover the annual debt installment of the high-speed train. I am confident that the funds from state-owned enterprises' dividends are sufficient every year," said Purbaya after the Danantara Board of Trustees meeting at Danantara Building, Jakarta, on Wednesday, October 15, 2025.

Purbaya added that Danantara CEO Rosan Perkasa Roeslani is currently examining the payment structure to match the terms of the main creditor, China Development Bank (CDB). CDB does not require the government to pay, as long as the payment structure is clear.
