TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto and Brazilian President Luiz Inacio Lula da Silva oversaw the signing of eight memorandums of understanding (MoUs) and strategic cooperation agreements between the two nations at the Jakarta Palace on Thursday, October 23, 2025.
The signing ceremony followed a closed bilateral meeting between the two Heads of State. The agreements span critical sectors, including energy and mining, science and technology, agriculture, and statistics, alongside partnerships between key business entities and chambers of commerce from both countries.
These agreements involved several key ministries, institutions, and companies. Participating Indonesian entities included the Ministry of Energy and Mineral Resources (ESDM), the National Research and Innovation Agency (BRIN), the Indonesian Quarantine Agency, and the Central Statistics Agency (BPS), alongside national business entities and associations such as PLN, Pertamina, Danantara, and the Indonesian Chamber of Commerce and Industry (KADIN).
In a joint statement at the Istana Merdeka, President Prabowo highlighted the specific areas where the two countries agreed to bolster cooperation:
- Technology and Agriculture: Both countries are committed to enhancing existing cooperation in these essential fields.
- Defense Sector: Prabowo noted Brazil's advanced defense industry and confirmed Indonesia's existing use of Brazilian defense equipment. "We have plans to further enhance this cooperation," he stated, adding that the existing Defense Cooperation Agreement is slated for ratification and endorsement.
- Energy Sector: Agreements have already been reached between major energy players, with Indonesia's State Electricity Company (PLN) and private companies securing deals.
- Economic Partnership: The governments agreed to work towards a Comprehensive Economic Partnership Agreement (CEPA). Prabowo mentioned that Brazil, as the current President of Mercosur (a major South American trade bloc), offers valuable support for this agreement.
Prabowo, the former defense minister, also remarked that Indonesia and Brazil share common principles in multilateral relations. Importantly, both Indonesia and Brazil are members of the BRICS group (Brazil, Russia, India, China, South Africa) and the Group of Twenty (G20).
Minister Bahlil Details Energy Partnership
Energy and Mineral Resources Minister Bahlil Lahadalia represented Indonesia in signing the MoU on energy and mining cooperation with the Brazilian Ministry of Mining and Energy.
"In the energy sector, particularly, we will collaborate in new and renewable energy sectors," Bahlil stated, as reported by Antara. "They are a successful country in implementing mandatory bio-ethanol. We will collaborate [on that]."

1. Memorandum of Understanding between the Indonesian Ministry of Energy and Mineral Resources and the Ministry of Mining and Energy of the Federative Republic of Brazil concerning Energy and Mining Cooperation.
2. Memorandum of Understanding between the National Research and Innovation Agency of the Republic of Indonesia and the Ministry of Science, Technology, and Innovation of the Federative Republic of Brazil on Cooperation in Science, Technology, and Innovation.
3. Memorandum of Understanding between the Indonesian Quarantine Agency and the Ministry of Agriculture and Livestock of the Federative Republic of Brazil on Cooperation in Sanitary and Phytosanitary Actions and Certification.
4. Memorandum of Understanding between the Central Statistics Agency of Indonesia and the Institute of Geography and Statistics of Brazil on Cooperation in the Field of Statistics.
5. Memorandum of Understanding between Danantara Indonesia and GBS.
6. Memorandum of Understanding between the State Electricity Company (PLN) of Indonesia and Brazil's J&F S.A..
7. Memorandum of Understanding between Pertamina and Fluxus.
8. Memorandum of Understanding between KADIN and APEC on Trade Promotion Cooperation.
