Bapanas: Rice Stocks for Market Operations Exceed 1 Million Tons

TEMPO.CO, Jakarta - The Head of the Indonesia's National Food Agency (Bapanas), Amran Sulaiman, stated that there are more than one million tons of rice stock allocated for the Supply and Food Price Stabilization (SPHP) program this year.

"The President has ordered continuous market operations. Our stock allocation still exceeds 1 million for the SPHP rice market operations," said Amran in a written statement on Monday, October 20, 2025.

Amran mentioned that the market operations are targeted to be completed by February 2026. He promised to consistently distribute the SPHP rice through the State-Owned Enterprise Bulog.

Based on the realization report of SPHP rice sales until October 19, nearly 500 thousand tons or 492.9 thousand tons have been distributed to the public. The total target for rice distribution this year is 1.5 million tons.

The realization of SPHP rice sales through partner channels in traditional markets reached 51.8 thousand tons. Meanwhile, 17.3 thousand tons were distributed through modern retail channels.

In addition to SPHP, Amran stated that the government is conducting other market operations through the Cheap Food Movement (GPM) program. Since the beginning of the implementation from January to October 17 this year, Amran mentioned that the GPM program has been held 10,212 times.

He said that the realization of GPM this year has increased to 665 times compared to 2024, which was recorded at 9,547 times. He also compared the realization of GPM in 2022, which was only implemented 442 times. Its realization started to increase in 2023 with a total of 1,626 times.

Amran stated that GPM plays an important role as one of the food price stabilization instruments. According to him, the massive frequency of GPM implementation also contributes to controlling the level of inflation, especially the volatile food component or food inflation.

He stated that the Central Statistics Agency (BPS) recorded the food inflation for the year-to-date 2025 at 3.32 percent.

According to Amran, the inflation rate is still within the target corridor for food inflation as stipulated in the High Level Meeting of the Central Inflation Control Team (HLM TPIP) in 2025 at the Coordinating Ministry for Economic Affairs on January 31, 2025. In the HLM TPIP, Amran said that volatile food inflation must be maintained within the range of 3 to 5 percent.

The food inflation rate for the year-to-date 2025 is at 3.32 percent.

On October 4, the State Logistics Agency (Bulog) recorded that cumulatively, it has distributed 462 thousand tons of SPHP rice, or about 30 percent of the national target of 1.5 million tons. Throughout September 2025, the realization of SPHP rice distribution reached 143,866 tons. According to the Director of Operational and Public Service of the State Logistics Agency Bulog, Mokhamad Suyamto, this number increased by 59 percent compared to August 2025 and also set a record for the highest SPHP realization in September in the last three years.

Suyamto promised to continue to increase rice distribution through seven main distribution channels, namely traditional markets, modern retail markets, the Red and White Village Cooperative network, the Cheap Food Movement activities, State-Owned Enterprise food outlets, the Bulog Our Food House (RPK) network, and community-based direct distribution channels.
