Small Parties Maneuvering Around Parliamentary Threshold

TEMPO.CO, Jakarta - Neither the flood nor Jakarta’s crawling traffic on Thursday night, October 30, 2025, stopped dozens of officials and cadres from political parties that failed to win seats in the House of Representatives (DPR) from gathering at Swiss-Belhotel in Pondok Indah, South Jakarta. It was their third meeting to discuss the parliamentary threshold—the minimum vote percentage required to enter the legislature.

Representatives from eight non-parliamentary parties attended the meeting. They formed a Joint Secretariat of the People’s Voice Sovereignty Movement, intending to formulate a new threshold figure for passing into the House.

“Our main goal is to lower the current 4 percent threshold,” said Hanura Party Deputy Chair Patrice Rio Capella after the meeting. Hanura last made it into the House in the 2014 General Election. Last year, the party led by Oesman Sapta Odang secured only about one million votes, or 0.72 percent—far below the 4 percent bar required to reach Senayan.

The revision of the parliamentary threshold followed a Constitutional Court ruling in February 2024, which ordered the government and the House to redefine the threshold using more valid arguments and methodology. The new standard must be applied in the 2029 elections.
