Prabowo Aims to Cut Hajj Costs Lower Than Malaysia

TEMPO.CO, Jakarta - President Prabowo Subianto has instructed his staff to reduce the cost of Hajj, lower than Malaysia. The head of state conveyed the directive to the Head of the Indonesian Hajj Organizing Agency (BPIH), Mochamad Irfan Yusuf, and the Minister of Religious Affairs, Nasaruddin Umar, during the inauguration of the Special Hajj and Umrah Terminal 2F at Soekarno-Hatta International Airport, Tangerang, Banten, on Sunday, May 4, 2025.

Prabowo stated that the government has requested more efficient operation by Garuda Indonesia to reduce the costs of Hajj, which the president aims to lower up to Rp4 million compared to last year's costs. The cost reduction, he said, will benefit 203,000 Indonesian Hajj pilgrims this year.

"We must achieve the lowest possible cost. Cheaper than Malaysia, if possible. Can we do that, Director?" Prabowo asked Irfan Yusuf.

Irfan Yusuf replied that he was ready, while Nasaruddin Umar said Inshallah (God willing). 

The neighboring Malaysia was not referred to as a benchmark for no reason, as its also a Muslim-majority nation.

As quoted from tabunghaji.gov.my, in 2023, the Malaysian Government set the Hajj cost for its citizens into two categories, namely B40 (bottom 40) for people with incomes in the bottom 40%, and non-B40 for those with incomes above that.

The Hajj cost for the B40 group is Rp38.74 million (subsidized Rp62.13 million), and for the non-B40 group, it is Rp45.8 million (subsidized Rp55.07 million). Meanwhile, the total designated Hajj cost without subsidies is Rp100.87 million.

In Indonesia, the regular cost of Hajj is Rp69 million (subsidized Rp29 million, which was then still proposed), and the special Hajj costs Rp135 million (without subsidies and depending on the travel agency). The total designated Hajj cost by the government without subsidies is Rp98.89 million (then still proposed).

Looking at these data, the total Hajj costs in Malaysia and Indonesia are relatively similar, around Rp100 million. Nevertheless, Malaysians pay a much smaller amount because the government's substantial subsidy is at least 50%.

Indonesia has been allocated 221,000 Hajj quotas in 2025, consisting of 203,320 regular Hajj pilgrims and 17,680 special Hajj pilgrims.

For regular Hajj quotas, as many as 190,897 regular Hajj pilgrims have the right to pay according to their specified portions; 10,166 priority elderly pilgrims; 685 worship guides in the Hajj and Umrah Guidance Group (KBIHU); and 1,572 regional Hajj officers (PHD).

The House of Representatives and the government have agreed that the Hajj cost for departures in 2025 is Rp89,410,258.79. Of this amount, 62% is borne by the pilgrims and 38% is paid by the government.

Compared to last year, the Hajj cost in 2025 is down by Rp4,000,027.31. It is worth noting that the BPIH cost in 2024 was Rp93,410,286.
