Pertamina Refutes Claims of Fuel Monopoly in Indonesia's Private Gas Stations

TEMPO.CO, Jakarta - The CEO of PT Pertamina (Persero), Simon Aloysius Mantiri, ensures that there is no monopoly on fuel supply distribution in Indonesia. According to him, the shortage of fuel supply at several private gas stations (SPBUs) is in line with the established quotas.

He mentioned that both Pertamina and private gas stations have different supply allocations according to market demand. In the context of Pertamina, he stated that it is in a safe position until the end of the year. "Absolutely no monopoly," said Simon when met at the Parliament Complex, Senayan, Jakarta, on Thursday, September 11, 2025.

Simon mentioned that the government is currently drafting regulations related to the mechanism of purchasing fuel through Pertamina for private gas stations. This step is considered a solution for the shortage of fuel at several stations, which has recently become a topic of discussion. Simon believes that Pertamina is very ready to become the distributor of this distribution.

On the other hand, Laode Sulaeman, the Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, said that purchasing fuel through Pertamina can be a solution for private gas stations experiencing stock shortages. However, this scheme is still under review, especially regarding the differences in the additive specifications used by each business entity.

The shortage of stock at private gas stations has been occurring since the end of last August. The shortage is believed to be due to the government changing the import period from once a year to every six months, with evaluations every three months since February 26, 2025.

According to the regulation, companies are required to update import permits every six months. They also must have processing or trading business permits and report periodically to the Directorate General of Oil and Gas every three months. However, according to Laode, the government has increased the import quota for private gas stations by 10 percent. He said that if Pertamina's stock is sufficient, the state-owned company will become the main supplier for private gas stations. Conversely, if the stock is inadequate, Pertamina will carry out imports through single-door synchronization with the government.

Regarding the change in the period of fuel importation, the Minister of Energy and Mineral Resources, Bahlil Lahadalia, previously mentioned that his side is trying to maintain the balance of oil and gas commodities. A good trade balance is indicated by an increase in production and exports, as well as a reduction in imports.
