TEMPO.CO, Jakarta - The Financial Services Authority (OJK) has launched a crash program to inspect regional development banks (BPD) across Indonesia with a focus on cybersecurity resilience and security following a breach through BI-Fast.
"Banks have been instructed to ensure the implementation of measures to enhance cybersecurity resilience," said OJK's Executive Director of Banking Supervision, Dian Ediana Rae, in a written response in Jakarta on Saturday, December 20, 2025, as quoted by Antara.
According to Dian, OJK is also intensifying collaboration with payment system regulators to prevent similar incidents.
Dian emphasized that the financial sector is a cornerstone of the economy, therefore, it is crucial to safeguard and ensure the security of all information technology infrastructures from potential cyber threats.
These threats not only have the potential to disrupt operations but also to damage the financial sector's reputation and threaten the overall financial system stability.
In carrying out bank supervision, Dian stated that OJK employs a Risk Based Supervision (RBS) approach or risk-based monitoring to assess the bank's health condition proportionally and continuously.OJK also evaluates the bank's risk profile, including operational risk, which encompasses information technology aspects, and sets the Bank Health Level every semester.
OJK's supervision activities are divided into offsite (indirect) and onsite (through inspections).
All supervision activities are conducted based on a previously prepared supervision plan, considering supervision priorities, urgency levels, resource availability, and the characteristics, scale, and operational complexity of each bank.
From a regulatory standpoint, OJK has issued several provisions governing the implementation of information technology in banks, including POJK Number 11/POJK.03/2022 regarding the Implementation of Information Technology by Commercial Banks (POJK PTI) and SEOJK Number 29/SEOJK.03/2022 regarding Cybersecurity Resilience and Security for Commercial Banks (SEOJK Siber).
"In line with its capacity, OJK has once again reminded and requested banks to strengthen risk management to prevent the misuse of banking systems in fraud offenses," said Dian.
OJK has reiterated several requests to banks, including improving fraud detection systems, strengthening the implementation of know your customer (KYC), periodic analysis and evaluation of customer transaction profiles and limits, strengthening third-party risk management, enhancing incident response teams, and routine training and socialization for raising security awareness.
"OJK has also issued guidance letters on the necessary steps to be taken by banks, particularly regarding anomalous transactions, and has requested banks to halt transactions for clarification before executing the transaction orders," concluded Dian.
