TEMPO.CO, Jakarta - The Convergence Digital Indonesia Innovative Synergy Association (Kondisi) has criticized the Ministry of Communication and Digital (Komdigi) for promoting job vacancies without providing adequate protection for applicants' personal data.
The Directorate General of Digital Infrastructure at the Komdigi Ministry recently announced openings for individual service procurement (PJLP) via letter B-71/DJID.1/KP.03.01/01/2026. Signed by Secretary Indra Maulana on January 8, 2026, the announcement offered nine positions.
The issue arose when applicants submitted their documents through a provided link that directed them to an open-access Google Drive. This allowed anyone to view and download sensitive documents without any security restrictions.
This oversight was first highlighted by influencer Abil Sudarman in an Instagram video posted to his account, @abilsudarman, on January 27, 2026.
Tempo attempted to access the link, https://s.komdigi.go.id/ZZoDj, at 7:00 p.m. Western Indonesian Time (WIB) on January 28, 2026, but the Google Drive folder had already been restricted by that time.
Damar Juniarto, Director of Kondisi, slammed the Komdigi Ministry’s negligence in handling applicant data, labeling it a fatal error that demands immediate rectification.
"It is ironic that the very ministry that initiated the Personal Data Protection (PDP) Law has become the state institution that failed to implement it," Damar stated in a written release received by Tempo on January 28, 2026.
Damar questioned the Komdigi Ministry’s commitment to data security, arguing that if internal applicant data is left exposed, the public cannot trust the ministry to secure national-level data.
Kondisi asserted that the Komdigi Ministry has violated Articles 16 and 35 of Law Number 27 of 2022 concerning Personal Data Protection. Article 16 mandates that data controllers demonstrate integrity, confidentiality, and security, while Article 35 requires organizers to prevent unauthorized access.
By allowing applicant data to remain public, the ministry allegedly ignored the core principles of Privacy by Design and Privacy by Default.
Damar explained that the public accessibility of CVs, identities, and work histories constitutes a clear breach of the confidentiality standards that data controllers are bound to uphold.
"As the data controller, Komdigi failed to ensure protection from unauthorized access; this is not merely a technical glitch, but a systemic failure in data management," he remarked.
Damar urged Komdigi to conduct a formal audit and issue a breach notification, as the PDP Law requires that data subjects be informed of such incidents within 72 hours.
He expressed concern that failing to address this through audits, internal sanctions, or official notifications would normalize data protection failures and undermine the rights of data subjects.
"Komdigi is obligated under Article 46 of the PDP Law to officially notify all affected applicants within 3x24 hours," he said. "The ministry must also conduct a transparent internal investigation and announce the results to the public as a matter of moral accountability."
Furthermore, Kondisi attributed such lapses to the absence of a dedicated personal data protection oversight body. Damar noted that a draft regulation to establish this authority has been awaiting the President’s signature since late 2025.
"Kondisi calls for the prompt signing of the presidential regulation to establish a data protection agency that can safeguard Indonesian citizens from personal data misuse," Damar added.
Tempo reached out to Komdigi Minister Meutya Hafid and Secretary General Ismail via WhatsApp for confirmation. However, as of publication, neither has responded.
In his Instagram reels, Abil Sudarman mockingly labeled the incident the "most peculiar job vacancy announcement of 2026." In the video, Abil criticized the flawed application process.
He pointed out that applicants submitted CVs, ID card photocopies, diplomas, and health certificates through a link provided on official Komdigi letterhead.
However, clicking the URL shortener led to a Google Drive where all folders and names were visible to the public.
"The problem is that all applicants' data is visible in this drive. All the folders and names are visible. You can access the personal data of everyone else applying, and everything is completely exposed," Abil said.
Abil also questioned how the very ministry that championed the Personal Data Protection Law could allow such a massive exposure of personal data.
