TEMPO.CO, Jakarta - The joint operation by the Ministry of Finance and the Indonesian National Police revealed alleged violations in the export of derivative products of crude palm oil (CPO). The goods were declared as "fatty matter," a product category not subject to export duties and not included in the export prohibition and restriction (lartas) list.
Director General of Customs and Excise, Djaka Budi Utama, stated that the joint enforcement operation was carried out from October 20 to 25, 2025. "We have prevented 87 containers owned by PT MMS at Tanjung Priok Port. The goods were declared as 'fatty matter,' with a net weight of approximately 1,802 tons or worth Rp28.7 billion, which on the initial documents were not subject to export duties and not included in the lartas list," he said at a press conference in North Jakarta on Thursday, November 6, 2025.
Djaka added that the results of the Customs and Excise laboratory examination and the Bogor Agricultural Institute, witnessed by the National Police's Special Task Force (Satgasus), indicated that the goods contained CPO derivative products. "Hence, it potentially becomes subject to export duties and export regulations," he said.
According to Djaka, this enforcement is still in the early stages of investigation, including examining related parties and gathering additional evidence. This law enforcement is part of the upstream-downstream synergy of the national palm oil sector.
Director General of Taxation, Bimo Wijayanto, stated that the alleged inaccurate reporting is an old modus operandi that has been encountered before. However, this finding marks the beginning of further enforcement.
"The modus operandi of concealing through the declaration of the Goods Export Notification (PEB) as 'fatty matter,' which turned out not to be 'fatty matter,' is the initial milestone," he said after the press conference.
Bimo stated that the team detected around 25 taxpayer exporters using the same modus operandi throughout 2025. However, these findings are still assumptions. Out of the 25 entities, their total transactions amounted to approximately Rp2.08 trillion. Specifically in terms of taxes, the state incurred losses of Rp140 billion from this total amount.
