BI Boss Responds to US Criticism about QRIS: 'We Adopt from Global Standards'

TEMPO.CO, Jakarta - Bank Indonesia (BI) Governor Perry Warjiyo explained that the Quick Response Code Indonesian Standard (QRIS) was created by adopting global standards. This was conveyed amidst criticism from the United States government towards the digital payment service developed by BI.

Perry said that QRIS was developed using the global European Master Visa standard with the addition of Indonesian language code programming or coding. "The Indonesian QR standard is the Indonesian version of the standard that we adopted from the global standard," he said, in a press conference on the results of the BI Board of Governors Meeting, Wednesday, April 23, 2025.

This QR code-based payment service was launched on August 17, 2019 and was built together with the Indonesian payment system association industry. "That is a standard developed by the Industry with guidelines issued by BI and has become a national agreement according to national interests," said Perry.

According to him, QRIS was created to support community inclusion. In addition, it has been connected to a number of countries after the development of a cross-country payment system based on QR codes.

BI Deputy Governor Filianingsih Hendarta said that QRIS is not only used domestically, but also across national borders. "The cross-border also continues to increase. Countries that can already use it are Singapore, Malaysia, and also Thailand," he said.

In the near future, several countries will also implement the QRIS payment system between countries. "It will soon be with Japan, India, South Korea and also maybe later China and Saudi Arabia," said Filianingsih.

BI reported that QRIS users in the first quarter of 2025 had reached 56.3 million. Meanwhile, the transaction volume had reached 2.6 billion with a nominal transaction of Rp262.1 trillion. Users from traders or merchants have currently reached 38.1 million.

QRIS is included in the list of trade barriers complained about by the United States government against Indonesia. The US objection was conveyed in the 2025 National Trade Estimate (NTE) Report on Foreign Trade Barriers document published by the United States Trade Representative (USTR). The trade barriers in the document are one of the bases for the US's application of a 32 percent reciprocal tariff on products from Indonesia.

The QR service has been complained about by US companies including payment providers and banks. They are concerned that international stakeholders are not being informed about the changes to the payment system.

"Companies are concerned that they are not being given the opportunity to explain their views on the system, including how it can be designed to interact with existing payment systems," as stated in a document published by USTR quoted on Thursday, April 24, 2025.
