Copenhagen tops the Economist Intelligence Unit's (EIU) list of the 10 Most Liveable Cities.

TEMPO.CO, JakartaThe annual list of the most liveable cities in 2025 has been revealed by the Economist Intelligence Unit (EIU). Evaluating 173 cities, the top 10 is dominated by European countries, with notable entries from Asia, Canada, and three Australian cities.

These cities are assessed across 30 indicators, categorised into stability, healthcare, culture and environment, education and infrastructure. This year, Copenhagen takes the lead with perfect scores in education, stability, and infrastructure. Notably, Denmark’s capital has long been a strong contender for the title of the world’s happiest city as well.

Vienna follows closely, tying with Zurich. Unfortunately, the Austrian capital lost its three-year reign at the top due to a decline in stability. According to the EIU, Vienna experienced a bomb threat ahead of Taylor Swift's 2024 concerts and a foiled plot targeting a city train station earlier this year.

But Vienna wasn’t alone—several cities around the world also saw declines, particularly in the stability category. Many western European cities, including London and Manchester, dropped in the rankings due to violent far-right protests in 2024. Meanwhile, in Canada, Calgary and Toronto declined due to strains on the national health care system, leaving Vancouver as the only Canadian city remaining in the top 10. 

At the same time, a striking contrast is evident between Saudi Arabia’s Al Khobar and Syria’s Damascus. When Al Khobar climbed to 135th place—previously at 148th, thanks to major investments in healthcare and education, life in Damascus remained at the very bottom, plagued by ongoing instability and poor healthcare services.
