Minister: 41 Percent of Indonesia's Health Insurance Aid Misses Target

TEMPO.COJakarta - The Indonesian government has uncovered serious problems in the implementation of the National Health Insurance Premium Assistance Recipient (PBI JKN) program. Finance Minister Purbaya Yudhi Sadewa stated that significant inaccuracy in targeting persists, with the majority of aid recipients coming from groups that are economically excluded from the recipient category.

"There are still around 41 percent of PBI JKN recipients in deciles 6-10 who should not be PBI JKN," Purbaya said in a meeting with Commission V of the Indonesian House of Representatives (DPR RI) in Jakarta on Monday, February 9, 2026.

In his presentation, Purbaya explained that of the total PBI JKN allocation in the 2026 State Budget (APBN), only around 59 percent actually benefits the poor and vulnerable, namely those in deciles 1 to 5. The remaining 41 percent are recorded as coming from deciles 6 to 10, who are economically deemed no longer to meet the criteria for aid recipients.

Nevertheless, Purbaya emphasized that the 2026 State Budget remains expansive and sustainable to support the government's eight priority agendas, including improving the quality of healthcare services. He stated that the government remains committed to maintaining public access to healthcare services by strengthening the National Health Insurance (JKN) program.

In the 2026 State Budget, the health budget allocated is Rp247.3 trillion, a 13.2 percent increase compared to the previous year. This budget includes full support for the JKN program, including the payment of JKN premiums for 96.8 million participants.

Purbaya stated that the government continues to strive to maintain access to healthcare services while protecting the public from the burden of healthcare costs. He explained that the increase in the health budget is a consequence of the state's obligation to ensure public health.

In addition to the health budget, the government estimates that Rp897.6 trillion in 2026 State Budget spending will directly benefit the public through various social protection and economic empowerment programs. These programs include Free Nutritious Meals, energy subsidies and compensation, People's Business Credit (KUR), and other social assistance programs, including JKN Premiums (PBI).

However, inaccurate targeting of the assistance program is considered a trigger for public unrest. Purbaya cited the deactivation and replacement of PBI JKN participants in February 2026, which reached approximately 11 million people, or nearly 10 percent of the total number of participants.

This figure is significantly higher than the change in membership in the previous period, which was less than one million people.

He emphasized that the unrest was not caused by budget cuts, as the government's allocated funds remained the same. The main issues, he said, lie in participant data management, operational readiness, and the lack of outreach to the community affected by the change in PBI JKN status.
