TEMPO.CO, Jakarta - Indonesia's Ministry of Trade assesses that the increase in the reference price (HR) for crude palm oil (CPO) in November 2025 is partly due to the planned implementation of 50 percent biodiesel (B50).
Acting Director General of Foreign Trade at the Ministry of Trade, Tommy Andana, stated that the CPO reference price for determining export duties (BK) and export levies (PE) has been set at US$963.75 per metric ton (MT), a slight increase of US$0.14 compared to October 2025, which was recorded at US$963.61 per MT.
"The CPO HR for November 2025 increased compared to October 2025 due to the expected increase in demand, particularly from Malaysia, the planned implementation of B50, and the increase in the price of other vegetable oils, namely soybean oil," said Tommy in an official statement quoted in Bandung, West Java, on Monday.
Based on Minister of Finance Regulation (PMK) Number 38 of 2024 in conjunction with Under Minister of Trade Regulation Number 68 of 2025, the government imposes a CPO export duty of US$124 per MT and a CPO export levy of 10 percent of the CPO reference price for the period November 1-30, 2025, which is US$96.3748 per MT for the period November 2025.
Tommy explained that the CPO reference price is determined from the average price for the period September 20-October 19, 2025, on the Indonesian CPO Exchange, which was US$887.73 per MT, the Malaysian CPO Exchange, which was US$1,039.76 per MT, and the Rotterdam CPO Port price of US$1,247.67 per MT.
Based on Minister of Trade Regulation Number 35 of 2025, if there is a difference in the average price across three price sources of more than US$40, the CPO reference price calculation uses the average of the two price sources, which serves as the median and the price source closest to the median.
"Therefore, the HR CPO is sourced from the CPO Exchange in Malaysia and the CPO Exchange in Indonesia. Based on these calculations, the HR CPO has been set at US$963.75 per MT," said Tommy.
In addition, cooking oil products (refined, bleached, and deodorized (RBD) palm olein in branded packaging and packaged with a net weight of ≤ 25 kg are subject to a duty of US$31 per MT.
This determination is stipulated in the Decree of the Minister of Trade Number 2140 of 2025 concerning the List of Refined, Bleached, and Deodorized (RBD) Palm Olein Brands in Branded Packaging and Packaged with a Net Weight of ≤ 25 kg.
