Indonesian Govt to Distribute Rp6 Million Incentive to Free Nutritious Meal Kitchens

TEMPO.CO, Jakarta - Each Nutrition Fulfillment Service (SPPG) unit or Free Nutritious Meal Program Kitchen (MBG) will receive an incentive of Rp6,000,000 per day. This policy is stipulated in the Head of the National Nutrition Agency (BGN) Decree Number 244 of 2025 regarding the Third Amendment to the Technical Guidelines for the Implementation of Government Assistance for the Free Nutritious Meal Program for the 2025 Fiscal Year.

"The incentive for SPPG facilities is given for Rp6,000,000 per operational day per SPPG. This amount applies for a period of 2 years, then an evaluation will be carried out," as stated in the clause of the decree.

BGN Head Dadan Hindayana said that the incentive is the government's appreciation for MBG partners. "The basic incentive is given as an appreciation from the government to partners who have sacrificed to build the facilities," he told Tempo on Wednesday, November 5, 2025.

Dadan explained that the Rp6,000,000 incentive applies to all kitchens, regardless of how many people they serve. This provision aligns with BGN's policy of reducing the number of target beneficiaries to 2,500 individuals per SPPG, down from 3,500. "The reduction of beneficiaries is to improve the quality of service," he said.

This unconditional provision replaces the previous policy in which the government required kitchens to serve at least 3,000 people in order to receive an allowance of Rp6,000,000 per day. The Rp6 million per day calculation assumes that each kitchen earns Rp2,000 from the Rp15,000 MBG fund allocation per beneficiary.

Assuming Rp2,000 per beneficiary and reducing the service target to 2,500 individuals, each SPPG should receive a Rp5,000,000 incentive. This means the state is providing an incentive of Rp1,000,000 more than the kitchen should receive.

Dadan mentioned that this policy will only be implemented until BGN can guarantee that the quality of the kitchens is adequate to serve 3,000 people. "Until BGN can carry out accreditation and certification," he said.

Additionally, the same guidelines state that the Rp6,000,000 incentive must be paid even if BGN temporarily stops the MBG service from the related SPPG. "The incentive will not be paid only if the SPPG is permanently terminated," as stated in the new provision written in Head of BGN Decree Number 244/2025.
