TEMPO.CO, Jakarta - The Indonesian government will waive overdue contributions to the Social Security Administering Body for Health or BPJS Kesehatan. Minister of Human Empowerment Coordinating Muhaimin Iskandar stated that the waiver of overdue BPJS Kesehatan contributions will be implemented this year. However, he did not specify the exact timing of the waiver.
"It will be announced soon," said the man referred to as Cak Imin at the Presidential Palace, Jakarta, November 4, 2025.
Cak Imin reminded BPJS Kesehatan participants to prepare for re-registration, as the waiver will be done through the re-registration process. After re-registration, BPJS Kesehatan participants will become active again with their overdue contributions waived.
Cak Imin explained that through this waiver, the overdue contributions will be automatically taken over by BPJS Kesehatan.
Previously, Minister of Finance Purbaya Yudhi Sadewa had prepared a budget for the waiver of overdue BPJS Health contributions for the following year. On the other hand, Purbaya also requested BPJS Kesehatan to improve its institution management. "We have allocated Rp20 trillion for that. However, we also ask BPJS to improve its management," he said at the Coordinating Ministry for Economic Affairs office, Central Jakarta, Wednesday, October 22, 2025.
The plan for waiving BPJS Kesehatan debt was originally disclosed by the President Director of BPJS Kesehatan, Ali Ghufron Mukti. He stated that the waiver of BPJS Health contribution debt will be provided to independent participants who switched to Beneficiary Recipients (PBI) participants.
Participants of the National Health Insurance (JKN) PBI are less fortunate people whose contributions are fully covered by the central or regional government. "So, the waiver is essentially for those who switched components. They used to be, let's say, independent participants, paying on their own, then they defaulted, even though they have switched to PBI," said Ali at the Ministry of Finance office, Wednesday, October 22, 2025.
In addition, he stated that the beneficiaries of debt waiver facilities are participants of Non-Wage Workers (PBPU) whose contributions have been covered by regional governments all this time. The government also strives for the waiver of overdue payments to be targeted using decile measurements and the National Single Social and Economic Data (DTSEN). There is an option to provide similar facilities to independent class 3 participants, but there has been no decision on that. Ali stated that BPJS Kesehatan wants participants to be able to access BPJS services, but without abuse. "For those who are able, yes, pay."
Ali stated that as many as 23 million participants are still in arrears with a total value exceeding Rp10 trillion.
