Indonesian-Flagged Ships Achieve Fifth White List Inclusion in Tokyo MoU

TEMPO.CO, Jakarta - The Indonesian Ministry of Transportation (Kemenhub) stated that Indonesian-flagged ships have once again entered the White List Tokyo Memorandum of Understanding (Tokyo MoU) for the fifth consecutive time. This achievement is based on the 2024 Asia Pacific Port State Control (PSC) report released this year.

"With Indonesia's entry into the White List Tokyo MoU, it shows the world's recognition of the performance of Indonesian-flagged ships," said Director General of Sea Transportation of Kemenhub, Antoni Arif Priadi, in a statement in Jakarta on Sunday, May 4, 2025.

Antoni explained that in the last three years, out of a total of 748 Indonesian-flagged ships inspected in the Asia Pacific region, 32 ships underwent detentions. This number is still below the maximum threshold of 40 ships.

He added that this achievement enhances global confidence in Indonesia's maritime safety and security standards and boosts the competitiveness of the national shipping sector.

In the PSC report, it was recorded that only nine Indonesian ships underwent detentions out of 234 inspections throughout 2024. This figure shows a decrease compared to 13 ships in 2023 and 10 ships in 2022. "This data reflects significant improvement from year to year. This achievement must be maintained and continuously improved," Antoni stressed.

Efforts to improve safety quality are made by requiring initial inspections of Indonesian ships that will sail internationally. Inspections are carried out by ship safety officials, Port State Control Officers (PSCOs), and/or surveyors from recognized organizations before issuing the Sailing Approval Letter (SPB).

Kemenhub also imposes sanctions on ship operators experiencing severe detentions abroad, such as warnings, geographical sailing restrictions, and freezing of the Document of Compliance (DOC). In addition, there is assistance by sending ship safety officials to the affected ships so that findings from foreign authorities can be promptly and comprehensively addressed.

Antoni hopes that this achievement strengthens Indonesia's position as a global maritime nation and attracts more investment in the national shipping sector. "The Ministry of Transportation is committed to maintaining the quality of national maritime safety for the benefit of the public, the national economy, and Indonesia's strategic position in the IMO Category C membership," he said.
