Indonesia's Strategies for Navigating Middle-Income Countries

TEMPO.CO, Jakarta - The Indonesian Foreign Affairs Deputy Minister, Arrmanatha Nasir, attended the High-Level Conference of Middle-Income Countries (MICs) in Manila, the Philippines, on Tuesday, April 29, 2025.

Arrmanatha highlighted the changing world situation during the meeting, marked by increasingly intense competition among major powers.

He also mentioned protectionism and trade wars, the weakening of the multilateral system, and efforts by some parties to dismantle it.

"Amid a fragmented global situation, middle-income countries (MICs) must not be swayed, but must instead become a decisive pilot for the future direction of a fairer, more inclusive, and sustainable world," said Arrmanatha, quoted from the Foreign Ministry's official release.

Arrmanatha believes that if middle-income countries fail to stop these global challenges, more than 100 middle-income countries, covering 75 percent of the world's population, will be trapped in the middle-income trap.

Therefore, Arrmanatha called for three strategic steps for MICs. First, Arrmanatha supports the development of concrete collaboration platforms through South-South cooperation, policy alignment, and expanding global financing access.

Second, Arrmanatha encourages the reform of the multilateral system to reflect the current realities and aspirations of developing countries. Third, Arrmanatha aims to increase intra-MICs trade as a collective strength, considering that MICs now contribute more than 57 percent to the global GDP.

At the same time, Arrmanatha also presented Indonesia's development achievements, which have continued to stand strong amidst global dynamics.

According to Arrmanatha, these achievements were produced through Indonesia's commitment to deep structural reform policies, fiscal management, and integrating sustainable development goals (SDGs) into national policies.

During the meeting, Arrmanatha also held bilateral meetings and discussions with several delegations, including the Philippines, Namibia, and the UN Development Coordination Office (DCO) Asia Pacific team. The meetings discussed the strengthening of strategic bilateral cooperation and the latest geopolitical developments.

The High-Level Conference of Middle-Income Countries was led by the Philippine Foreign Minister, Enrique Manalo, and was attended by 16 countries, several UN bodies, and several stakeholders in the global development field.

The meeting also included the handover of the Chairmanship of the Like-Minded Group on Middle Income Countries from Morocco to the Philippines. This high-level conference is also historic, as it is the first time it has been held in the Asia-Pacific region.

According to the Foreign Ministry, Indonesia's active involvement in this conference has further solidified Indonesia's strategic role as a leader of developing countries and as a major driver of change in the global system.
