TEMPO.CO, Jakarta - Head of the National Food Agency (Bapanas), Amran Sulaiman, ensures that the rice supply and price stabilization program (SPHP) in Indonesia will continue throughout the year.
"It must not stop. Throughout the year, we will run it carefully and measurably," said Amran in a written statement on Tuesday, November 4, 2025.
Amran ensures that the distribution of SPHP rice will be carried out in a measured manner, considering the conditions of each region. The aim, according to Amran, is to ensure that the recipients are targeted accurately and truly feel the benefits of the program.
In addition to maintaining price stability, Amran stated that the program aims to maintain the balance of supply from upstream to downstream.
Amran's strategy is to focus the distribution of SPHP to non-producing areas when rice-producing areas are in full harvest from March to May.
The criteria for the areas mentioned by Amran to be the focus of SPHP distribution are mountainous areas or cities with limited local supply. "The aim is to ensure stable and uniform prices and to alleviate the burden on the people, while also ensuring that prices at the farmer level do not fall," he said.
Amran hopes that the SPHP program can protect farmers during the harvest season. He is optimistic that price clashes between upstream and downstream rice can be prevented with a distribution pattern based on planting and harvest seasons.
"We have to look after both sides, ensuring that farmers remain prosperous and that consumers can still buy rice at a reasonable price," said Amran, who also serves as the Minister of Agriculture.
Amran stated that the measured distribution strategy also takes into account daily price monitoring conducted by Bapanas in collaboration with related stakeholders.
He is optimistic that the distribution of SPHP will be more accurate and faster due to inter-agency collaboration and monitoring of rice price movements and availability.
Amran believes that efforts to stabilize rice prices can be achieved thanks to the increase in rice production to 34.77 million tons and the national rice stock to 3.8 million tons.
