11 New INKA Trainsets for Commuter Line to Run Before July

TEMPO.CO, Jakarta - State-owned railway operator PT Kereta Api Indonesia (KAI) aims to add 11 new electric commuter line trainsets before July 2026. The addition is expected to strengthen commuter services, especially in the Greater Jakarta or Jabodetabek area, as daily passenger volumes continue to rise.

"We hope that the 11 trainsets will be operational before July 2026," said PT KAI President Director Bobby Rasyidin during a discussion with the House of Representatives Commission XI on Monday, February 9, 2026.

The procurement of the new trains was conducted through collaboration with state-owned train manufacturer PT Industri Kereta Api (INKA). The contract for 192 units, or 16 trainsets, was signed on March 9, 2023, and reinforced with an addendum on December 18, 2023. The contract, valued at Rp3.85 trillion, was executed by PT Kereta Commuter Indonesia (KCI) as the operator.

Bobby detailed that of the 16 sets from the INKA collaboration, four sets were operational throughout 2025. Another set underwent testing in December 2025 and is being prepared for service.

In addition to domestic procurement, PT KAI expanded its fleet by importing trains from CRRC Qingdao Sifang Co. Ltd in China. KCI signed two procurement contracts with the manufacturer.

The first contract on January 31, 2024, covered 36 units, or three trainsets, worth Rp83 billion. The second contract on May 8, 2024, covered 96 units, or eight trainsets, valued at Rp2.2 trillion.

All imported trains from China were operational throughout 2025. Three sets from the first contract began service in the first quarter of 2025, followed by eight sets from the second contract later that year.

"So, the total number of trains from China's Qingdao that have been operational is 11 trainsets, amounting to 132 carriages," said Bobby.

As of December 31, 2025, 16 new commuter line trainsets had arrived and were operational, consisting of 11 sets from CRRC Qingdao Sifang China and five sets produced by PT INKA.

In addition to new fleets, PT KAI is revitalizing the commuter line through a retrofit program. Currently, two trainsets are undergoing revitalization with PT INKA under a Rp25 billion contract.

Previously, Bobby explained that the majority of the Jabodetabek fleet consists of used imported trains. The age of these trains exceeds 30 years. PT KAI imported 780 used units from East Japan Railway Company and 128 units from Tokyo Metro.

Meanwhile, the number of new commuter line trains in operation remains limited. KAI has only operated 132 units, or 11 trainsets, from CRRC Sifang, and 48 units, or four trainsets, from PT INKA. This situation has led to an imbalance between fleet composition and growing passenger numbers.

Currently, Jabodetabek commuter line passengers number around 1.1 million per day. During June-July 2025, this figure surged to 1.3 million per day. By the end of the year, KAI estimates daily volume will range between 1.2 and 1.25 million passengers.

KAI projects that the occupancy rate of commuter line trains during peak hours in 2030 could reach 630 percent, or about six times current conditions.
