As 2025 draws to a close, a troubling pattern of intimidation has emerged in Indonesia, targeting activists, influencers, artists, and journalists who have publicly voiced criticism over the government’s response to a series of major national issues and crises.

The acts of intimidation range from coordinated online harassment and threats to physical terror, including the delivery of animal carcasses, vandalism, and even an attempted firebombing. Those targeted share a common thread: outspoken criticism of disaster response efforts and environmental governance.

1. Greenpeace Activist Terrorized With Chicken Carcass

One of the most alarming cases involved Iqbal Damanik, Climate and Energy Campaign Manager at Greenpeace Indonesia. On Tuesday morning, December 30, 2025, his home was targeted in what the organization believes was an act of intimidation.

2. Money to Plug the Budget Deficit

A statement by Bank Indonesia Governor Perry Warjiyo during a working meeting with the House of Representatives’ Finance Commission in Jakarta on November 12, 2025, signaled the possibility of an additional transfer to the state. In the forum, Perry said the ratio of capital to Bank Indonesia’s monetary liabilities could exceed 10 percent by year’s end. Referring to Finance Minister Regulation No. 179/2022, such a condition would allow the central bank to remit its remaining surplus to the state treasury.

Bank Indonesia’s surplus is the excess of the central bank’s income over its expenses in a fiscal year. As of September 2025, Bank Indonesia recorded a surplus of Rp77.9 trillion (about US$4.6 billion), projected to stand at Rp68.7 trillion (US$4.1 billion) by the end of the year. Total central bank revenue amounted to Rp234.3 trillion (US$14 billion), while expenditures reached Rp165.7 trillion (US$9.9 billion). Policy-related spending contributed Rp35.2 trillion (US$2.1 billion) to the surplus, and operational spending Rp33.3 trillion (US$1.9 billion).

3. Fact Check: Indonesian Finance Minister's Rp50 Million Aid Claim Is Fake

A video claiming that Indonesian Finance Minister Purbaya Yudhi Sadewa would provide Rp50 million in cash assistance to the public has been circulating on Facebook [archive] since December 25, 2025.

In the 20-second video, Purbaya stated that the cash distribution was part of President Prabowo Subianto's program. "I, Minister of Finance Purbaya Yudhi Sadewa, want to inform you that this assistance is indiscriminate; everyone is entitled to it. Register now and enter your personal information," he said.
