TEMPO.CO, Jakarta For three years, the Sepaku River that runs behind Sibukdin’s house has changed. The river in Sepaku subdistrict, North Penajam Paser Regency, East Kalimantan, has grown wider and deeper. Its banks are now lined with rows of concrete revetments designed to prevent erosion. “It has become increasingly difficult for us to catch fish there since the river was dammed,” Sibukdin said on Saturday, August 15, 2026.

Sibukdin, 62, is the traditional chief of the Balik Sepaku tribe. He and members of the Balik Sepaku indigenous community were the first group to be affected by the construction of the Nusantara Capital City (IKN).

The dam Sibukdin referred to is the Sepaku Semoi intake. The government built the facility to channel water from the Sepaku River to the Central Government Core Area (KIPP) of IKN. The geological structure in the KIPP consists of clay, making groundwater difficult to tap.

The problem is that construction of the facility has altered the Sepaku River. The upstream section north of the dam, where the Balik Sepaku indigenous community lives, has widened as the river’s water level has risen. The river has also become deeper.
