Russia and United States Swap Prisoners

TEMPO.CO, Jakarta - Russia has released a Russian-American citizen jailed for donating to a charity that provided assistance to Ukraine, Ksenia Karelina’s lawyer said on Thursday, April 10, 2025. The Wall Street Journal described the move as a swap for a Russian-German imprisoned in the U.S.

As reported by Arab News and Al Arabiya, Ksenia Karelina was convicted last year of treason by a Russian court for donating money to a U.S.-based charity that provided humanitarian support to Ukraine. A lawyer for Karelina said she is on her way back to the United States.

CIA Director John Ratcliffe and a senior Russian intelligence official held talks for the exchange in Abu Dhabi, according to a CIA official quoted by WSJ.

"Today, President Trump brought home another wrongfully detained American from Russia,” Ratcliffe said in a statement to WSJ.

"I’m proud of the CIA officers who worked tirelessly to support this effort, and we appreciate the Government of U.A.E. for enabling the exchange."

Karelina departed for the U.S. on a flight from Abu Dhabi on Thursday morning, said her Russian lawyer, Mikhail Mushailov.

She was swapped for Arthur Petrov, a Russian-German national, who was arrested in Cyprus in 2023 at the request of the U.S. for allegedly exporting sensitive microelectronics.

The U.S. Department of Justice said last year that Petrov had been involved in procuring microelectronics from the US for manufacturers supplying arms and other equipment to the Russian military.
