TEMPO.CO, Jakarta - Finance Minister Purbaya Yudhi Sadewa pledged that the government will refine the National Single Social and Economic Data (DTSEN) to serve as the benchmark for distributing subsidies and social assistance.
The State Treasurer made the statement after the Indonesian Democratic Party of Struggle (PDI-P) Faction presented its general views on the 2027 Draft State Budget (RAPBN 2027) and its Financial Note during a plenary session at the Parliamentary Complex in Jakarta on Thursday, August 27, 2026.
According to Purbaya, the single data is part of the government's program to ensure development programs remain targeted, effective, efficient, and accountable. "The government will continue to refine DTSEN as the main resource for designing, executing, and evaluating development programs," said the former chief of Board of Commissioners of the Deposit Insurance Corporation (LPS).
In addition to ensuring targeted aid distribution, Purbaya noted that enhancing DTSEN is part of the collaborative effort with regional governments to identify beneficiaries of subsidies and social assistance. Addressing regional cooperation, Purbaya noted that this aligns with the stance of the National Mandate Party (PAN) Faction, which called for stronger fiscal synergy.
Purbaya emphasized that essential regional spending must maintain high quality and foster local fiscal self-reliance. "The government will strengthen fiscal synergy between central and regional authorities to support the national development agenda," he said.
Under the 2027 RAPBN, the government has allocated regional transfer funds (TKD) totaling Rp753 trillion, a 5.5 percent increase from the 2026 outlook of Rp696.9 trillion. Despite this uptick, the TKD allocation in the 2027 draft dropped when compared to earlier fiscal years.
The Finance Ministry records show that the TKD was capped at Rp919.9 trillion in 2025. Actual spending for that year eventually realized at Rp849 trillion. In 2026, the allocation dropped to Rp696.9 trillion, a 17.9 percent contraction from the previous year's realization.
Under the macroeconomic assumptions for the 2027 RAPBN, the government projects GDP growth at 6.0 percent and inflation at 2.5 percent. Additionally, the rupiah exchange rate is projected at 17,500 per US dollar, with the 10-year Government Bond (SBN) yield targeted at approximately 6.9 percent. The state revenue-to-GDP ratio is expected to reach 12.25 percent, while the public debt ratio will be maintained within safe limits.
The poverty rate in 2027 is targeted to fall to 6.0–6.5 percent, the Gini ratio to 0.362–0.367, and open unemployment to between 4.30 and 4.87 percent. Key development targets include a Human Capital Index of 0.575, a Farmer Terms of Trade index of 0.8038, a formal employment share of 40.81 percent, gross national income per capita of US$5,800–5,840, and an Environmental Quality Index of 76.84.
Total state revenue in the 2027 RAPBN is targeted at Rp3,426.0 trillion, reflecting a 6.8 percent expansion over the previous year. This revenue target comprises Rp2,908.0 trillion from tax receipts, Rp517.4 trillion from non-tax sources, and Rp700 billion in grants.
