Palace on Export Proceeds Regulation: Initial Results Fall Short of Expectations

TEMPO.COJakarta - President Prabowo Subianto held a limited meeting with several ministers at his private residence on Jalan Kertanegara, Jakarta, on Sunday evening, October 12, 2025. A key topic of discussion was the evaluation of the government regulation (PP) concerning foreign exchange export proceeds.

"There were several specific issues discussed," stated State Secretary Minister Prasetyo Hadi outside the President's residence after the meeting, accompanied by Government Communication Agency Head Angga Raka Prabowo, as reported by Antara.

"One of them concerned our financial and banking system, which included discussing the results of the government regulation (PP) we issued related to the matter of foreign exchange export proceeds (DHE)," Prasetyo elaborated.

Prabowo had issued Government Regulation (PP) Number 8 of 2025 in February 2025, which mandates all exporters to deposit export proceeds from natural resources (DHE SDA) in domestic banks, effective March 1, 2025.

"We discussed evaluating the effectiveness and impact of implementing the DHE. Based on our implementation, the results have not been quite satisfactory," Prasetyo confirmed.

When questioned about potential loopholes in the regulation that might still allow businesses to avoid placing their export proceeds domestically, Prasetyo acknowledged that several weaknesses require evaluation.

"Yes, there are still some [loopholes] that allow our currency not to be as optimal as we hope for. That is why it has been requested that it be immediately re-studied," said Prasetyo.

In February 2025, during the inauguration of Pegadaian Bullion Bank and Bank Syariah Indonesia in Jakarta, President Prabowo had targeted Indonesia's export proceeds to reach a minimum of US$100 billion in the year following the implementation of the policy on depositing Export Proceeds of Natural Resources (DHE SDA) in domestic banks.

The limited meeting at Kertanegara on Sunday evening lasted for approximately three hours. The gathering was attended by Vice President Gibran Rakabuming Raka, Coordinating Minister for Food Affairs Zulkifli Hasan, Minister of Finance Purbaya Yudhi Sadewa, Minister of Energy and Mineral Resources Bahlil Lahadalia, Minister of Housing Maruarar Sirait, and Deputy Minister of Finance Suahasil Nazara.

Also in attendance were Deputy Commander of the Indonesian National Armed Forces General Tandyo Budi Revita, Head of the State Intelligence Agency (BIN) M. Herindra, Head of the Indonesian Government Communications Agency Angga Raka Prabowo, Minister of State Secretary Prasetyo Hadi, and Cabinet Secretary Teddy Indra Wijaya.
