TEMPO.CO, Jakarta - The Indonesian government, through the Ministry of Finance, has entered into a loan agreement worth Rp6.49 trillion with the Spanish government.
The funds will be used to support the Maritime and Fisheries Integrated Surveillance System (MFISS) project under the Ministry of Maritime Affairs and Fisheries (MMAF).
Deni Surjantoro, Head of the Communication and Information Services Bureau at the Ministry of Finance, confirmed the agreement.
"Yes, it's true (that we are taking a loan from the Spanish government)," Deni said when contacted on Wednesday, April 16, 2025.
Tempo obtained a copy of the notification letter from the Directorate General of Financing and Risk Management of the MoF addressed to the Directorate General of Marine and Fisheries Resource Supervision of MMAF regarding the loan agreement.
In the letter issued on March 24, 2025, it is stated that the government signed two loan agreements or credit agreements (CA) with the Instituto de Credito Oficial (ICO) of Spain and Banco Bilbao Vizcaya Argentaria (BBVA) of Spain, a bank headquartered in Spain.
The loan from ICO Spain amounts to €150,800,000 or Rp2.9 trillion, which is 44 percent of the total loan. Meanwhile, the loan from BBVA Spain amounts to €189,082,010 or Rp3.6 trillion (and accounts for 56 percent of the total loan).
Deni confirmed the nominal value of both loans. In total, the loan from the Spanish government amounts to Rp6.5 trillion.
"We can inform you that all effective requirements of both loan agreements have been fulfilled, so the CA ICO was declared effective on February 10, 2025 and the CA BBVA was declared effective on March 20, 2025," as stated in the letter.
The letter also contains a request to the Directorate General of Marine and Fisheries Resource Supervision of MMAF to ensure that the implementation of the MFISS project runs according to the timeline and for the implementation of activities to apply the principle of financing efficiency.
Indonesia and Spain had previously agreed to strengthen financial cooperation in a meeting held at the Ministry of Foreign Affairs office in Jakarta on March 11, 2025.
According to the Director General of America and Europe of the Ministry of Foreign Affairs, Umar Hadi, this cooperation not only enhances financing efficiency but also opens up opportunities for innovative cooperation in various sectors.
"We see direct benefits from the mechanism of Indonesia-Spain financial cooperation which allows for the implementation of strategic projects such as the Maritime and Fisheries Integrated Surveillance System, as well as the strengthening of the cybersecurity ecosystem in Indonesia," said Umar as quoted by Antara.
Tempo has contacted the Director General of Marine and Fisheries Resource Supervision of MMAF, Pung Nugroho Saksono, and the Special Staff of the Minister of Maritime Affairs and Fisheries, Doni Ismanto Darwin, for comments regarding the MFISS project.
However, as of the writing of this news, neither has responded to the messages sent by Tempo.
