TTEMPO.CO, Jakarta - Prosecutors grilled former Acting Head of the Sub-Directorate for Facilities, Infrastructure, and Governance of the Directorate of Junior High School at the Ministry of Education and Culture, Research, and Technology, Cepy Lukman Rusdiana, regarding the 30 percent revenue in Chromebook procurement.
Cepy was one of the witnesses brought in the trial for alleged corruption involving the procurement of Chromebooks and Chrome Device Management (CDM) at the Jakarta Corruption Court today.
Cepy mentioned that the 30 percent revenue was discussed in a meeting on May 6, 2020, brought up by the former special staff of the ex-Minister of Education, Culture, Research, and Technology Nadiem Anwar Makarim, Jurist Tan.
"On May 6, 2020, besides the minister's directive to procure Chromebooks, was it also mentioned that 30 percent of the Google revenue would be requested? Was it conveyed at the time?" asked the prosecutor on Tuesday, January 13, 2026.
"Yes, at that time, Jurist Tan conveyed that," said Cepy.
Jurist Tan is one of the suspects and fugitives in the alleged corruption for the Chromebook procurement for the 2019-2022 period. Immigration noted that Jurist Tan left for Singapore on May 13, 2025, on Singapore Airlines. She has not returned to Indonesia since.
Prosecutors bombarded Cepy with several questions about the reasons and the purpose of Jurist Tan's remark in the May 6 meeting.
Cepy initially dodged the question, but the prosecutor persisted, "Because on the 17th, the procurement of Chromebooks was instructed, and then on the 6th, there was an order to procure Chromebooks, and it was also conveyed that 30 percent of the Chromebook revenue would be requested. What do you know or what was the purpose of [the 30 percent cut]?" the prosecutor asked.
Only then did Cepy explain the situation from memory. "From what I remember, Jurist Tan said 'we will request 30 percent co-investment from Google for education sector purposes," Cepy recalled. "Now, in what form, I have no idea," he said.
When asked whether Cepy did not know or the investment was never realized, he said, "It wasn't explained in detail during the meeting."
Prosecutors previously said during Nadiem Makarim's indictment that Jurist Tan and Fiona Handayani had discussed the technicalities of the minimum numbers to acquire the Chromebook laptops and Chrome Device Management (CDM), which is a total of 140 thousand laptops. It was considered to achieve a 30 percent cut from Google revenue to pay the tech team's salary, derived from the ministry payment for the laptops.
In a WhatsApp conversation, the prosecutor said that Jurist Tan mentioned that if Nadiem could negotiate more than 30 percent, the number of laptops could be reduced. "Because Chromebook laptops are cheap, around Rp3 million [each], we can easily buy that many laptops," the prosecutor imitated the contents of Jurist's message.
During today's trial, the defendants included Ibrahim Arief alias Ibam, a consultant for the Ministry of Education, Culture, Research, and Technology; Mulyatsyah, the former Director of Junior High Schools at the ministry for the 2020-2021 period; and Sri Wahyuningsih, the former Director of Junior High Schools at the ministry for the 2020-2021 period.
