TEMPO.CO, Jakarta - The Bandung City Government has sealed the videotron installed at Padel Club Six Nine on Jalan L.L.R.E. Martadinata (Jalan Riau). The sealing was carried out because the videotron lacked a permit, which was discovered following a viral investigation into the felling of 10 trees on the street.
"This shows the Bandung City Government's firm commitment to enforcing regional regulations while preserving the environment," said the Head of the Bandung City Public Order Agency (Satpol PP), Bambang Sukardi, in a Bandung City Government press release on Wednesday, August 5, 2026.
Bambang said the results of the Investigation Report (BAP) showed a link between the tree felling and the installation of the videotron, which lacked an Advertising Operation Permit (IPR). Specifically, he stated that the tree felling violated Bandung City Regional Regulation Number 3 of 2026.
Article 17 paragraph (1) letter J of the regulation stipulates sanctions requiring the replacement of the felled trees along with a fine of IDR 10 million per tree. For 10 trees felled, the sanction mandates planting 100 replacement trees and paying an administrative fine of Rp100 million.
Bambang did not specify the perpetrators. However, he said the felling occurred because the individuals believed the trees obstructed visibility of the videotron.
"They admitted responsibility for the act. However, the investigation will continue to determine whether other parties were also responsible," he said.
Bambang emphasized that the enforcement action targeted only the videotron because it lacked a permit. Meanwhile, the padel court was permitted to continue operating as its permits were confirmed complete by the technical agency.
The sealing of the videotron was carried out in collaboration with the Environment and Sanitation Agency (DLHK), the Housing and Settlement Areas Agency (DPKP), and Environmental Supervisors from the Ministry of Environment. The DPKP has prepared a location plan to plant replacement trees, while sidewalk restoration is being coordinated by the Water Resources and Highways Agency.
Previously, a video of Bandung Mayor Muhammad Farhan angrily discovering the felling of 10 trees on Jalan Riau went viral on social media. He ordered his subordinates to investigate the perpetrators, including their alleged connection to the padel court facility at the location.
In a statement shared last Monday, Farhan stated that the Public Order Agency (Satpol PP) investigation, which initially indicated a minor administrative violation, had escalated to a suspected criminal offense. "Initially, it was a minor violation, but now it's leading to a serious violation. Therefore, on July 30, I stopped the process for the minor crime and escalated the handling," he said.
He explained that the preliminary investigation found the felling of 10 trees on Jalan Riau was not only a violation of local regulations but also a potential breach of the Environmental Protection and Management Law. For that reason, he said, the ongoing investigation involves Civil Servant Investigators (PPNS) and Law Enforcement (Gakkum) officers from the Ministry of Environment, under the supervision of the Bandung City Police Criminal Investigation Unit.
Farhan admitted he could not yet name the parties involved while the investigation is still ongoing. "I can't say who is involved because it would be too speculative. What is clear is that the legal process is ongoing," he said.
Farhan said the Bandung City Government is also verifying the building and business permits at the site. He suspects the tree felling was tied to commercial operations in the area, specifically the padel court, a cafe, and the videotron. "The documents we have and the statements of several parties point to the suspicion that the tree felling was closely related to business activities in the building," he said.
The Bandung City Government is preparing to rehabilitate the area following the incident. "The trees that were felled were tanjung and mahogany trees, approximately five to ten meters tall. Therefore, the replacements cannot be seedlings, but must be semi-grown trees," he said.
He also directed the Bandung City Regional Secretariat and Inspectorate to investigate potential civil servant involvement in the felling of the 10 trees. "If civil servants are indeed involved, they will certainly be subject to sanctions in accordance with statutory provisions," he said.
