Bali Prohibits Building Tourism Facilities on Productive Land

TEMPO.CO, Jakarta - The Provincial Government of Bali has issued an instruction banning the issuance of permits for tourism facilities on productive land. The prohibition will take effect from 2025.

Bali Governor Wayan Koster stated that he has signed this ban. Furthermore, he will convene with regents/mayors across Bali to implement this instruction.

"Starting from this year, there will no longer be permits for the use of productive land for tourism facilities," he said during the Plenary Session of the Bali Regional Council in Denpasar on Monday, July 28, 2025.

Clean-Up Program

Governor Koster stated that this measure is part of a clean-up program deliberately carried out in his second term, coinciding with the start of the Bali Long-Term Development Plan 100 Years 2025-2125. He admitted that he is not afraid of this controversial policy, even if he receives criticism from various parties who disagree, as this is his final term as governor.

Efforts to clean up the tourism sector have already begun, such as requesting the owners of Step Up Jimbaran to reduce the height of their buildings, which exceed the regulations. He also ordered the demolition of nearly 50 tourist buildings that violated regulations at Bingin Beach.

Dismantling Accommodations at Bingin Beach

In the case of tourist buildings, such as inns and restaurants at Bingin Beach, South Kuta, Governor Koster personally observed the demolition process. Business owners blatantly violated the law by building on state-protected land.

"I was directly involved in the dismantling because the violation was severe. This is a good thing, it's the first time we've demolished tourism business buildings, and this won't stop. I will continue to the next point, do I feel scared? No," he said.

The governor of Buleleng explained that his direct involvement in the demolition at Bingin Beach asserts his seriousness regarding government officials and businesspeople who violate land regulations.

Seeking Support from the Regional House

However, the Bali Provincial Government needs assistance from the Bali Regional House of Representatives, as it previously conducted monitoring until recommendations were issued and executed by the executive.

Not only buildings, but he also put an end to practices that he deemed inappropriate and damaging to Bali. "This includes massage parlors, closed spas, and anything that pollutes Bali. I will take action, I ask that we continue our stance, if there are recommendations from the council for action, I will follow through, there are nine more points," he said.

In response to the governor's call for cleaning up tourism in Bali, Deputy Chairman of the Bali Regional House of Representatives I Wayan Disel Astawa stated that he still wants to hear about the nine points that the governor has not yet disclosed. He agrees with this program, but according to him, the next locations must be handled appropriately. Many buildings were already established before this program was launched and have the potential to harm entrepreneurs. "We cannot demolish buildings that already existed prior to the new regulation, we cannot do that," he said.
