TEMPO.CO, Jakarta - Indonesian Deputy Minister of Manpower, Afriansyah Noor, stated that the government is still discussing the draft presidential regulation (perpres) that regulates the welfare of online motorcycle taxi drivers (ojol).
"Regarding their wages, the pattern will use profit-sharing. As for the composition of the amount, we still need to delve deeper with other related ministries," said Afriansyah when contacted on Thursday, October 30, 2025.
Previously, President Prabowo Subianto stated that the government continues to discuss with online motorcycle taxi companies to find a middle ground for the drivers. Prabowo mentioned two major online transportation companies without naming them.
According to Prabowo, these two companies have four million online motorcycle taxi drivers, two million of whom are micro, small, and medium enterprise (MSME) entrepreneurs. "So six million people live on this issue," he said.
Minister of Manpower Yassierli stated that the government is preparing a presidential regulation to ensure that online motorcycle taxi drivers have social security. He said that this regulation will guarantee social security, including for accidents.
"We want to make sure there is social security for them," he said to the media at the Ministry of Manpower office in Jakarta on Tuesday, October 28, 2025.
In addition, Yassierli mentioned that this regulation also aims to ensure transparency in the working relationship between the companies and the online motorcycle taxi drivers. He said that the working relationship between the two must be equal. "We want to ensure there is transparency in the working relationship," he said.
Chair of the Indonesian Transport Workers Union (SPAI) Lily Pujiati supports Prabowo's plan to provide the best services for platform workers, such as online motorcycle taxi drivers, online taxis, and couriers. "To realize this commitment and bring welfare, we urge the President to ensure that it happens by enacting the Presidential Regulation," she said in a written statement received by Tempo on Tuesday, October 21, 2025.
Lily stated that the regulation should at least regulate the status as workers, decent wages and income equivalent to the minimum wage, an 8-hour workday, humane working hours, rest days and holidays, holiday allowance, and social security.
In addition, this regulation includes maternity rights such as menstruation and childbirth, the right to form workers' unions, and the right to negotiate and reach collective agreements. "To avoid being subjected to arbitrary suspension and termination of partnerships," she said.
According to Lily, this regulation is important because, so far, platforms have been competing to exploit online motorcycle taxi drivers, online taxi drivers, and couriers. This exploitation occurs through various means, such as high platform deductions up to 70 percent, economical tariff schemes, double orders, slots, hubs, low fares, priority, and other schemes.
