What is the 17+8 People's Demands: A Popular Discourse on Indonesia's Social Media

TEMPO.COJakarta - After a series of mass demonstrations from Monday, August 25 to September 1, 2025, which resulted in chaos in various cities, a group of people finally articulated the points they wanted to convey to the government. They named it 17+8 People's Demands.

The 17+8 People's Demands movement is a summary of various demands from the people that has become a popular discourse on social media. Influencers such as Andovi Da Lopez, Salsa Erwin, and Jerome Polin are the names who have gathered these various demands.

Among the demands are the pressure from 211 civil society organizations published by YLBHI; the press release from PSHK; the statement from the Master of Notary Students Association of UI; the statement from the Center for Environmental Law & Climate Justice UI; the demands from laborers in the demonstration on August 28; and the 12 People's Demands Towards Transparent Reform and Justice on change.org channel.

Andovi said that the 17+8 People's Demands were compiled together with Jerome Polin and Salsa Erwin in the past few days. "We created a message that demands can be heard by everyone," Andovi said in front of the Senayan Parliament Complex on Monday, September 1, 2025.

So, what are the main points of the 17+8 People's Demands that have become the main discourse on social media today?

Tasks for President Prabowo Subianto:

1. This movement demands Indonesian President Prabowo to withdraw the military from civilian security and ensure that there is no criminalization of demonstrators;

2. Establish an Independent Investigation Team for the cases of the deaths of Affan Kurniawan, Umar Amarudin, and all victims of violence by the authorities during the demonstrations from August 28-30, with clear and transparent mandates.

Duties for the DPR (House of Representatives)

3. This movement demands the DPR to freeze the salary/allowance increases for members of the House, and cancel plans for new facilities including pension benefits;

4. Publicize budget transparency ranging from salaries, housing allowances, DPR facilities, and others;

5. Encourage the DPR Honor Council to inspect problematic members, including requesting the Corruption Eradication Commission to investigate them.

Duties for the Chairperson of political parties

6. The Chairpersons of political parties must reprimand or impose strict sanctions on unethical cadres who have aroused public anger;

7. Announce the party's commitment to side with the people in the midst of the crisis;

8. Involve cadres in public dialogue spaces with students and civil society.

Duties for the National Police (Polri)

9. This movement urges the National Police to release all detained demonstrators;

10. Stop violent actions and adhere to available crowd control standard operating procedures (SOPs);

11. Arrest and transparently process, as well as investigate, the members and commanders who have committed or ordered violent actions, and violated Human Rights;

Duties for the Indonesian National Armed Forces (TNI)

12. The TNI is requested to return to barracks and stop violence against civilians;

13. Maintain internal discipline so that soldiers do not take over the police's duties;

14. Commit to not enter civilian spaces during the democracy crisis.

Duties for the Ministry of Economic Sector

15. This movement demands the assurance of a decent wage for all labor forces (including but not limited to teachers, online motorcycle taxi drivers, healthcare workers, and online motorcycle partners) across Indonesia;

16. Take emergency measures to prevent mass layoffs and protect contract workers;

17. Open a dialogue with labor unions for minimum wage and outsourcing solutions.

These seventeen demands have a deadline until the day after tomorrow, September 5, 2025.

Furthermore, Prabowo also has to listen to and realize the 8 people's demands which have a deadline of one year. These demands include:

1. Massive cleanup and reform of the DPR
2. Reform of political parties and strengthening of executive oversight
3. Drafting a fairer tax reform plan
4. Enact and enforce the Anti-Corruption Asset Seizure Law
5. Reform leadership and the system within the police force to be professional and humane
6. Return the TNI to barracks without exception
7. Strengthen the National Human Rights Commission and independent supervisory bodies
8. Review policies in the economic and labor sectors
