TEMPO.CO, Jakarta - President Prabowo Subianto is set to hold a special meeting to discuss the polemic surrounding the high-speed train debt for the Bandung-Jakarta route (KCIC), also known as Whoosh. The statement was conveyed by the Coordinating Minister for the Economy, Airlangga Hartarto, after meeting with Prabowo at the Presidential Palace in Central Jakarta on Wednesday, October 29, 2025.
"(Regarding Whoosh) we will discuss it separately," said Airlangga at the Presidential Palace Complex in Central Jakarta on Wednesday, October 29, 2025.
Airlangga did not specify when or who would be invited to the special meeting. Once again, he stated that the Whoosh issue would be the subject of a separate discussion. "There will be a separate discussion," he said.
The Chair of the National Economic Council (DEN), Luhut Binsar Pandjaitan, once mentioned that President Prabowo Subianto would issue a presidential decision regarding the settlement of the KCIC project debt.
The total investment in the KCIC project reached US$7.27 billion, or nearly Rp121 trillion. 75 percent of it was financed through loans from the China Development Bank with an annual interest rate of 2 percent.
Until now, the government has still reviewing two main options for settling the debt: transferring the obligation to the government or providing additional funds to PT Kereta Api Indonesia. However, the government is still pushing for Danantara to take the primary role in restructuring the project's debt.
Chief Operating Officer (COO) of Danantara Indonesia, Dony Oskaria, stated that the negotiation process for restructuring the KCIC project debt is ongoing. "Danantara will send a negotiation team back to negotiate with the Chinese government regarding the debt restructuring," he said.
"This becomes a negotiation point related to the loan period and interest rate. Then there are several currencies that we will also discuss with them," said Dony in Jakarta on Thursday, October 23, 2025.
