Pertamina's Single-Entry Fuel Import System Complies with Regulations: Minister

TEMPO.CO, Jakarta - The Ministry of Energy and Mineral Resources (ESDM) has confirmed that fuel imports will continue to be managed through a single entry point via state-owned PT Pertamina (Persero).

The move aims to tackle shortages at several private gas stations caused by demand exceeding the government’s import quota.

Dadan Kusdiana, Secretary General of ESDM, emphasized that the single entry policy aligns with existing regulations, particularly Presidential Regulation (Perpres) Number 191 of 2014 on fuel provision, distribution, and retail pricing.

“Our position is clear. The Director General of Oil and Gas has confirmed that all fuel imports will go through Pertamina,” Dadan said at the Parliament Complex on Monday, September 15, 2025.

Under Article 12 paragraph (2) of Perpres 191/2014, importing certain types of fuel requires recommendations from the Energy and Mineral Resources Minister and approval from the Trade Minister.

“Companies holding the proper business permits can obtain import recommendations. That’s the regulation,” Dadan added.

ESDM has received most import data from private gas station operators, covering both fuel volume and specifications, though the final figures are still being verified. “Most information has been submitted, but we are waiting for the complete data before forwarding it to Pertamina,” he said.

The single entry supply scheme was introduced to address the scarcity at private stations since late August, following a change in the import period from one year to six months with evaluations every three months.

This new schedule requires private companies to frequently update permits, maintain commercial or processing licenses, and report periodically to the Oil and Gas Directorate General. Some private, including foreign-owned, stations have struggled to maintain supply under the new rules.

Laode Sulaeman, Director General of Oil and Gas, explained that if Pertamina’s stock is sufficient, fuel will be supplied directly to private stations from its reserves.

“Even with imports, Pertamina remains the single entry point,” he said.

The government has increased the import quota for private gas stations by 10% this year, but high demand has already fulfilled this allocation. Fuel consumption patterns also indicate a shift from subsidized Pertalite to non-subsidized fuel, totaling 1.4 million kiloliters.

Regarding the continuation of the single entry mechanism in 2026, Laode said the priority is addressing the current 2025 conditions first.

Meanwhile, Vanda Laura, President Director of BP AKR, stated that her company is still evaluating import options through Pertamina. She highlighted the need for discussions on fuel specifications, as each company applies different additive standards.

“We will submit BP AKR’s fuel specifications to Pertamina for review and further discussion,” Vanda said after a meeting with the Oil and Gas Directorate General at the ESDM office in Central Jakarta on Wednesday, September 10, 2025.
