Industries, Businesses in Jakarta Now Required to Conduct Emission Tests

TEMPO.CO, Jakarta - The Jakarta Provincial Government has enacted a new policy requiring managers of industrial and business areas to directly oversee vehicle emissions tests. This new regulation, formalized in the 2025 Head of the Environmental Agency's Decision Number e-0065, is expected to help reduce air pollution in Jakarta, as the transportation sector contributes up to 75 percent of the city's emissions.

"We are placing area managers on the front lines in controlling air quality as part of a collective responsibility," said Asep Kuswanto, Jakarta's Head of the Environmental Agency, in a written statement on Thursday, September 18, 2025.

Jakarta has long been ranked as one of the cities with the worst air quality in the world. Data from the Environmental Agency indicates that transportation, particularly heavy vehicles, is the largest source of these emissions. Asep noted that an evaluation of past efforts, such as Governor's Regulation Number 66 of 2020, shows the need for a more structured and massive approach. 

This new emissions testing requirement applies to both industrial and business area managers and the companies or tenants operating within them. All operational vehicles, including those for logistics and waste transport, must undergo an emissions test once a year. The policy covers a wide range of vehicles, including passenger transport (Category M), cargo transport (Category N), towed vehicles (Category O), and motorcycles (Category L).

"We are aware that this is a major challenge. Therefore, area managers will serve as gatekeepers with four main obligations: vehicle data collection, emissions feasibility screening, emissions testing facilitation, and quarterly reporting," Asep explained.

With this new framework, the city projects that the rate of emissions testing will increase by up to 40 percent annually, which is expected to have a significant impact on Jakarta's air quality. "The principle is shared responsibility. So far, the burden has only been on vehicle owners and the government. Now, area managers also share that responsibility," Asep added.

The Environmental Agency will oversee the implementation of this policy before issuing administrative sanctions. Citizens are also encouraged to report any violations through the official JAKI application.
