TEMPO.CO, Jakarta - The Indonesian Coordinating Minister of Legal, Human Rights, Immigration, and Correctional Affairs, Yusril Ihza Mahendra, said that the commission's task is to thoroughly review the police force, including their position, duties, scope, and authority. "And of course, this is also related to police recruitment, the curriculum, and other matters," Yusril told Tempo at his office on Tuesday, September 16, 2025.
Yusril stated that police reform is crucial. He said the findings of the Police Reform Commission will be incorporated into the amendment of Law Number 2 of 2002 concerning the Indonesian National Police (Polri).
The Indonesian National Police Law has been in effect for more than 20 years. Yusril stated that this law needs to be re-evaluated to adapt to the current situation and the public's demand for police reform.
Yusril mentioned that the drafting of the Police Law in 2002 was based on the spirit of reform to eliminate the dual function of the Indonesian Armed Forces (ABRI) and to separate the police and the Indonesian National Armed Forces (TNI). Currently, both have become separate entities. "The dual function of the TNI has been removed, but what about the police?" he asked.
Although it does not directly make the police an ideal institution, Yusril hopes that the findings of the Police Reform Commission can improve the existing shortcomings within the institution.
Previously, President Prabowo Subianto was mentioned to be forming a commission to evaluate and reform the police, considering that police reform is one of the demands of the public, including the People's Conscience Movement (GNB), composed of several national figures and religious leaders.
At the Presidential Palace of the Republic of Indonesia in Jakarta on Thursday, September 11, 2025, the People's Conscience Movement directly conveyed its aspirations and the demands of civil society to President Prabowo in a dialogue session, which several ministers of the Red and White Cabinet also attended. The meeting lasted for three hours.
"The People's Conscience Movement also conveyed the need for the evaluation and reform of the police, which was also welcomed by Mr. President, who will soon form a team or police reform commission. I think this is also in response to the considerable demand from the public," said Reverend Gomar Gultom, a member of the GNB, in a press conference after the GNB met with President Prabowo.
In the same press conference, Nasaruddin Umar, the Indonesian Minister of Religion, mentioned that the aspirations regarding police reform conveyed by the GNB had been planned and conceptualized by President Prabowo.
Nevertheless, for the technical and detailed aspects, the GNB leaves it to President Prabowo to explain to the public.
