Indonesian Minister Clarifies Why Disaster Donation Permits Are Required

TEMPO.CO, Jakarta - The Minister of Social Affairs, Saifullah Yusuf, also known as Gus Ipul, explained the importance of obtaining permits to collect donations for social institutions and movements in Indonesia. He mentioned several benefits, including enhancing the credibility of social institutions/movements and ensuring the public's trust that their donations have reached the right hands.

"What is all this for? It is for shared accountability by all of us, and for us to know what has been done," said Gus Ipul at the Ministry of Social Affairs office in Central Jakarta on Wednesday, 10th December 2025. According to him, the public will be pleased if the money is donated effectively and given to those who deserve it.

Gus Ipul emphasized that the government has no intention to make it difficult for the public to donate. He also expressed pride in the deeply rooted spirit of cooperation in Indonesian society.

Gus Ipul explained that obtaining permits is mandatory. However, he mentioned that there are exceptions for emergencies such as disasters. "Assisting during disasters is highly permissible. There are regulations, but during disasters, donations can be collected, distributed, and contributed, especially to those in urgent need of swift assistance. That is allowed," he stated.

According to him, the focus is primarily on distributing aid and donations. After that, the collection of donations is submitted to the authorized agency for permits. Permits for donation collection within the regional scope of cities/districts can be submitted to the social affairs office.

As for donations on a national scale, the fundraising permit is registered with the Ministry of Social Affairs, both online and offline. A recommendation from a social affairs office is also required. Should there be any difficulties in obtaining the permit, Gus Ipul also encouraged donation collectors to contact the Ministry of Social Affairs Command Center at (021) 171.

In addition to the permits, there are regulations accompanying fundraising or donations. These regulations include conducting an audit. For fundraisers valued at less than Rp500 million, an internal audit is sufficient. For fundraising exceeding Rp500 million, public accountants must be involved, and the reports should be submitted to the Ministry of Social Affairs.

From these reports, the government can acquire additional data about areas that have received aid, including possibly those untouched by the government. Hence, the public's fundraising and donations are crucial to collective disaster mitigation efforts.

Previously, various parties have criticized Saifullah Yusuf's statement on the necessity of obtaining permits for disaster relief fundraising. Several influencers, such as Ferry Irwandi, raised funds for the flood victims in Sumatra. He collected Rp10 billion for the victims of the disaster.
