TEMPO.CO, Jakarta - The Anti-Corruption Court at the Central Jakarta District Court has commenced the trial of the alleged Pertalite corruption case, a continuation of the investigation into the management of crude oil and refinery products at state-owned energy company Pertamina between 2018 and 2023.
The previous case is already in the evidence-gathering stage.
The defendant in the Pertalite case is Alfian Nasution, the former CEO of PT Pertamina Patra Niaga (PT PPN). He is accused of causing state losses totaling Rp 13.11 trillion (approximately USD 870 million).
According to the indictment, Alfian created a Market Index Price (HIP) formula for Pertalite that was equivalent to Pertamax. This HIP formula was subsequently used to calculate the base price of Bahan Bakar Minyak (BMM). In establishing the HIP, Alfian applied a blending calculation of RON 88 and RON 92 products.
"In reality, the products resulting from the blending of High Octane Mogas Component (HOMC) and naphtha are lower in price," the prosecutor stated during the court reading on Wednesday, December 24, 2025.
The indictment further explained that Alfian submitted the HIP formula to the Ministry of Energy and Mineral Resources (ESDM) through Pertamina’s CEO, Nicke Widyawati. The HIP then became the reference for Pertalite purchases, both through imports and domestically via PT Kilang Pertamina Internasional.
"PT PPN made payments for Pertalite products using a formula of 55% RON 92 and 45% RON 88, even though the products produced by Kilang Pertamina Internasional use naphtha and HOMC," the prosecutor added.
The HIP formula was applied to Pertalite purchases from 2021 to 2023, resulting in higher government costs to compensate Pertamina during 2022-2023. The scheme also benefited PT Pertamina Patra Niaga by Rp 13.11 trillion.
Alfian faces charges under Article 2 paragraph 1 or Article 3 juncto Article 18 of the Law on the Eradication of Corruption, in conjunction with Article 55 paragraph 1 of the Criminal Code.
