Indonesia Prepares Incentive Scheme for Electric Motorcycle Purchase

TEMPO.CO, Jakarta - Indonesia's Minister of Industry, Agus Gumiwang Kartasasmita, has stated that he has prepared an incentive scheme for the purchase of electric motorcycles. However, the Ministry of Industry is still awaiting a decision from the Coordinating Ministry for Economic Affairs regarding the announcement of the value and the implementation time.

"It's all set, and as soon as the Coordinating Ministry for Economic Affairs determines the value and other aspects, we are ready," said Agus in Jakarta on Wednesday, September 3, 2025.

Agus conveyed that the incentive scheme could be utilized for this year or next year. Regarding the budget allocation, Agus stated that it falls under the authority of the Coordinating Ministry for Economic Affairs. "The scheme remains the same, but the budget is not under our control," Agus said.

Last year, the government allocated a budget of Rp 1.75 trillion for subsidizing the purchase of 200 thousand new electric motorcycles and 50 thousand converted motorcycles, providing a purchase discount of Rp 7 million per unit for new electric motorcycles.

The Ministry of Industry is still awaiting a Limited Coordination Meeting (Rakortas) with the Coordinating Ministry for Economic Affairs and other relevant ministries. Following this, the Ministry of Industry will issue the Regulation of the Minister of Industry (Permenperin) regarding the incentive for two-wheeled electric vehicles (electric motorcycles), targeted to be issued this year.

To adjust the agenda or target for the approval, the Ministry of Industry has coordinated with the relevant ministries, namely the Ministry of Finance. This policy will be discussed in a limited coordination meeting. The incentive is expected to stimulate public interest in transitioning to more environmentally friendly vehicles.
