TEMPO.CO, Jakarta - The Vice Chair of the Indonesian Electric Vehicle Industry Association (Periklindo), Prabowo Kartoleksono, proposed that the government implement a retribution policy for gasoline vehicle users.
"They should pay more than they want to not use electric vehicles (EV)," said Prabowo when met in Jakarta on Tuesday, December 23, 2025.
Prabowo made the statement in response to the government's decision to abolish incentives for electric vehicles. He said that the abolition of incentives would actually affect the sales of electric vehicles, especially for the next year. However, Prabowo stated that it would be futile to urge the government to reinstate electric vehicle incentives.
According to Prabowo, the operational costs of purchasing electric cars are not as expensive as gasoline cars. From his personal experience, he said he could save up to Rp7 million in fuel costs in one month. "That's just for fuel, not taxes and others," he said.
Therefore, Prabowo proposed that the government implement a retribution for consumers who choose to buy fossil-fueled vehicles. He said that the policy aims to hold gasoline vehicle users accountable for choosing vehicles that produce pollution.
He cited other countries such as Singapore that impose a surcharge on 10-year-old gasoline cars due to their substantial unburned hydrocarbon emissions. "If we can't get incentives, that's not a problem. But those who create pollution should not go unpunished," said Prabowo.
Furthermore, Prabowo also proposed that the government implement non-fiscal incentives to encourage the public to use electric vehicles. He suggested that the government mandate odd-even traffic schemes in provincial capitals. According to him, the traffic scheme has successfully encouraged the penetration of electric vehicles in Jakarta. In addition, Prabowo proposed low-emission zones.
He is optimistic that non-fiscal incentives have the potential to encourage the public to migrate to electric vehicles. "It could reduce traffic, the number of vehicles, and also reduce pollution," he said.
