TEMPO.CO, Jakarta - Indonesian National Police's Code of Ethics Committee (KKEP) has imposed a dishonorable discharge on Commissioner Kosmas Kaju Gae after finding him guilty of a serious ethical violation in connection with the death of online motorcycle taxi driver Affan Kurniawan on August 28, 2025.
“Dishonorable discharge as a member of the police force,” said Chief Justice Commissioner Heri Setiawan during the ethics hearing at the National Police Headquarters (Mabes Polri) courtroom on Wednesday, September 3, 2025.
Kosmas, the commander of the Mobile Brigade (Brimob) unit inside the tactical vehicle (rantis) that ran over Affan, was deemed to have shown “despicable behavior,” Heri added. Kosmas had already served six days in special placement (patsus) starting from August 29.
He has not filed an appeal, saying he would first consult with his family and close friends.
In addition to Kosmas, six other Brimob officers are also undergoing ethics proceedings. They include the driver of the tactical vehicle, Chief Brigadier Rohmat, and five passengers: First Brigadier Danang, Second Brigadier Mardin, Chief Bharaka Jana Edi, Chief Bharaka Yohanes David, and Second Inspector Rohyani.
Brigadier Rohmat is scheduled to face an ethics hearing on Thursday, September 4, 2025. The five passengers are suspected of committing moderate violations, which could result in demotion or reassignment. Their hearings are expected to follow soon.
The National Police’s Professionalism and Security Division also found potential criminal elements involving Kosmas and Rohmat.
The case has been handed over to the Criminal Investigation Agency (Bareskrim), which conducted a case review on Tuesday, September 2. If criminal charges are established, both officers will be summoned for further questioning.
Affan Kurniawan was killed in Pejompongan, Central Jakarta, on the night of August 28, 2025, when a Brimob tactical vehicle ran over him. At the time, Affan was delivering food orders and maneuvering through a crowd of protesters.
A video circulating on social media showed Affan falling to the ground before being crushed by the vehicle. Witnesses said he was trying to retrieve his mobile phone that had dropped moments earlier.
His death sparked widespread protests across Indonesia, with demonstrators condemning police brutality and demanding accountability.
