Indonesia Explores Russian Floating Nuclear Plants, Oil Imports

TEMPO.CO, Jakarta - Indonesian Foreign Minister Sugiono has encouraged cooperation with Russia on nuclear technology development as part of the government’s efforts to achieve national energy self-sufficiency within the next three years.

Speaking at the ASEAN-Russia Summit in Kazan, Russia, which marked 35 years of ASEAN-Russia partnership, Sugiono said Indonesia is committed to accelerating the development of renewable energy by exploring safe and reliable technology options.

“Russia’s extensive experience in this field provides a strong foundation for building cooperation,” Sugiono said in a statement released by the Indonesian Foreign Ministry on Thursday.

However, Indonesia stressed that any cooperation must prioritize technology transfer, human resource development, and the implementation of the highest international safety standards.

At the regional level, Sugiono called for stronger ASEAN-Russia strategic cooperation to address the risks posed by global supply chain fragmentation.

He said stable energy and food supplies are crucial to protecting the region’s 670 million people from external shocks. As one of the world’s largest producers of energy, wheat, and fertilizer, Russia has a strategic role in helping ensure stable and predictable supply chains for ASEAN markets.

“Our goal is clear: to protect our food systems from external disruptions. Access to affordable and nutritious food must be available to every household,” Sugiono said.

He added that stronger economic connectivity between ASEAN and Eurasia should continue to be promoted to create new opportunities for inclusive growth.

Regarding global security architecture, Indonesia welcomed the adoption of the Kazan Declaration, saying it aligns with the ASEAN Outlook on the Indo-Pacific (AOIP), particularly in upholding ASEAN centrality.

Sugiono also welcomed the signing of a de-escalation memorandum of understanding between the United States and Iran, describing it as a sign of the effectiveness of dialogue efforts. However, he reiterated Indonesia’s deep concern over the ongoing humanitarian crisis in Palestine.

“Indonesia is ready to work with Russia and all ASEAN member states to ensure this partnership contributes to greater resilience, prosperity, and lasting stability,” Sugiono said.

Indonesia Explores Russian Oil Imports, Floating Nuclear Power Plants

Indonesia will continue its plan to import crude oil from Russia as part of efforts to strengthen national energy reserves amid global supply chain disruptions linked to the US-Iran conflict.

The planned import of 150 million barrels of oil from Russia will be carried out gradually until the end of 2026, following President Prabowo Subianto’s visit to Russia.

Beyond oil imports, Indonesia is also exploring plans to develop a fleet of floating nuclear power plants with Russian state-owned nuclear company Rosatom.

Rosatom CEO Alexey Likhachev said the commercial discussions followed Indonesia’s strong interest in using nuclear technology to support its energy transition.

“Indonesia has shown very strong interest in nuclear technology. At the invitation of President Prabowo Subianto, a large Rosatom delegation visited Indonesia several weeks ago,” Likhachev said on the sidelines of the ASEAN-Russia Summit.

He said Rosatom’s discussions with Prabowo focused on developing floating nuclear reactors, involving Indonesian businesses to support technology localization.

Likhachev said Indonesia’s archipelagic geography and long coastline make floating nuclear power plants, which place reactors on ships or barges, a more suitable and efficient option than conventional land-based power facilities.
