TEMPO.CO, Jakarta - A complex global situation and high levels of uncertainty will still loom over the Indonesian economy next year, said Finance Minister Purbaya Yudhi Sadewa. He said the experience of responding to these challenges will give the government a headstart in sustaining the economy.
This experience, he said, has been put into practice in the last few quarters. "The government can issue a fairly good policy response to mitigate the impact of global uncertainty on the Indonesian economy," Purbaya said, as quoted in an official statement on Saturday, August 15, 2026.
Next year's state budget bill (RAPBN) raises the theme "Higher Growth, Faster Prosperity."
Here's the complete list of government targets:
Basic Macroeconomic Assumptions
In the macroeconomic assumptions under the 2027 state budget bill, the government targets 6 percent economic growth with an inflation rate of 2.5 percent. Furthermore, the rupiah exchange rate is pegged at 17,500 per US dollar, and the 10-year government bond interest rate is around 6.9 percent.
The crude oil price (ICP) is set at US$75 per barrel, with an oil lifting target of 610,000 barrels per day and a gas lifting target of 954,000 barrels of oil equivalent per day. The ratio of state revenue to GDP is projected at 12.25 percent, while the government debt ratio remains within a safe limit.
The poverty rate by 2027 is targeted to decline to 6.0–6.5 percent, the Gini ratio to 0.362–0.367, and the open unemployment rate (TPT) to 4.30–4.87 percent. The Human Capital Index (IMM) is targeted at 0.575, the Farmer Welfare Index at 0.8038, the proportion of formal employment creation at 40.81 percent, the per capita income (GNI) at US$5,800–5,840, and the Environmental Quality Index at 76.84.
State Revenue
State revenue in the 2027 state budget bill is targeted to reach Rp3,426.0 trillion, representing a 6.8 percent growth compared to the previous year. This figure consists of tax revenue of Rp2,908.0 trillion, non-tax revenue of Rp517.4 trillion, and grants amounting to Rp700 billion.
State Expenditure
The government targets Rp4,097.2 trillion in spending, a 3.9 percent increase from the previous year. This expenditure consists of Central Government Expenditure of Rp3,362.2 trillion and regional transfer budget of Rp735.0 trillion.
Budget Financing
The 2027 state budget deficit is targeted at Rp671.2 trillion, or 2.40 percent of Gross Domestic Product. This figure is down from this year's target of Rp689.1 trillion, or 2.68 percent of GDP.
