KPAI Urges Komdigi, Bareskrim to Act Faster in Taking Down Facebook Incest Content

TEMPO.CO, Jakarta - The Indonesian Child Protection Commission (KPAI) is pressing the Ministry of Communication and Digital, as well as the Indonesian National Police's Criminal Investigation Division (Bareskrim Polri) to increase the intensity of cyber patrol. KPAI Commissioner Subcluster of Child Victims of Pornography and Cyber Kawiyan, said that this step is necessary so that officials can immediately respond if similar cases like the Facebook incest group reappear.

"Always be vigilant and act faster and more precisely in blocking and taking down negative content and sites or accounts that are indicated to violate the Child Protection Law and the ITE Law on all social media platforms," he said when contacted by Tempo on Sunday, May 18, 2025.

In addition, the increased patrol aims to prevent the spread of negative content and related sites or accounts to the wider community, especially to prevent children from watching, seeing, or accessing it.

According to Kawiyan, the state is obliged to enforce the law against the perpetrators in accordance with the Child Protection Law and the Electronic Information and Transactions Law. The strict enforcement of the law is expected to have a deterrent effect on the perpetrators and play a crucial role in preventing the recurrence of similar cases.

"Law enforcement must also be applied to Electronic System Providers (PSE). PSE must not be negligent or allow their users to use social media platforms to upload content that violates the law," he said.

In the case of the Facebook group named 'Fantasi Sedarah' (Incest Fantasy), KPAI will coordinate with Komdigi and Bareskrim Polri to track, with the primary priority of protecting children who are victims.

According to Kawiyan, with the number of members of the Fantasi Sedarah group in Facebook reaching 32,000 people, the potential number of children who become victims of sexual violence is very large. Therefore, he believes that the police together with the relevant ministries or institutions must immediately track and record these cases, then take steps to separate children from parents who commit violence against them.

"Children who are victims of incest are children who need special protection," he said.
